As a senior citizen myself, I rejoice in the prospect of receiving Supercans as requested and selling them to neighbors who need them at 50 percent off what the city charges.
That said, my experience has been Supercans and Recycling Containers both suffer damage largely because the people who empty them leave them in the street -- where they are likely to be hit by vehicles -- instead of replacing them on the curb.
I am profoundly aware that picking up trash is not a fun job for most people. As a taxpayer, I hope that the DPW guys on the trucks are well compensated. That said, I do think they can replace cans where they found them without breaking the rhythm of their rounds.
If there is going to be any criteria for free can replacement, I suggest means testing instead of age. Would the city really have been giving a free can to Jack Kent Cooke were he still alive?

Additionally, the bill will allow seniors that move to or relocate to a new home within the District, to be e ntitled to a Supercan and a recycling cart, free of charge.In 2011, the DC Department of Public Works (DPW) was forced to remove the senior citizens subsidy for trash cans and recycling carts. Currently, DPW charges all residents $62.50 for a Supercan and $45 for a recycling cart."For many seniors living in the District has become less affordable.
