Echoing Wall Street, Norton Calls on Congress to Adopt Senate's Permanent D.C. Shutdown-Exemption Provision in Lame-Duck Session
 
Washington, D.C. – One year after the federal government shut down, Congresswoman Eleanor Holmes Norton (D-DC) said today that leading bond rating agencies reminded Congress this week that subjecting the District of Columbia government to shutdown threats cost the District on Wall Street and provided her with compelling ammunition as she urges Congress to adopt, during the lame-duck session, a Senate provision permanently exempting D.C. from shutdowns.  In upgrading their ratings on the District's outstanding general obligation bonds, Standard & Poor's Rating Services and Fitch Ratings both favorably cited, among other things, a provision Norton got included in the enacted fiscal year 2014 D.C. Appropriations bill that, for the first time ever, exempts D.C. from shutting down for an entire fiscal year (2015).
 
"It has long been clear that shutdown threats cost the District significant money, from higher borrowing costs to premiums on contracts," Norton said.  "The rating agencies' recent reports confirm what Congress finally acknowledged in the fiscal year 2014 D.C. Appropriations bill: The nation's capital, a city with 650,000 residents, should not be subject to shutdowns because of unrelated federal spending fights.  With this potent word from Wall Street, I can only hope Congress has all it needs to take D.C. shutdowns off the table once and for all.  The upcoming lame-duck session provides the earliest and best opportunity to do so."
 
At Norton's request, the Senate's pending fiscal year 2015 D.C. Appropriations bill permanently exempts D.C. from shutdowns.  The House-passed fiscal year 2015 D.C. Appropriations bill exempts D.C. from shutdowns only in fiscal year 2016.  Norton is working with her allies to get the Senate's permanent provision in the final fiscal year 2015 D.C. Appropriations bill.  The Obama Administration supports permanently exempting D.C. from shutdowns.
 
Shutdown threats force the District to invest time and money preparing contingency shutdown plans.  If the District government shuts down, it could default under certain financing agreements and leases.  Further, successive continuing resolutions (CRs) greatly hinder the operations of the District government.  Not only do successive CRs make it difficult for the city to plan its activities for the year, successive CRs greatly increase the city's costs of doing business.  The city's partners, from Wall Street to small vendors, can charge a risk premium for the uncertainty created by successive CRs. 
 
Under the Home Rule Act of 1973, the District may not spend its local funds without congressional approval.  This, too, Norton said, costs the District on Wall Street.  Although federal government shutdowns have shut down the District in the past, the District did not shut down during last year's federal shutdown because it was able to use previously appropriated contingency funds to remain open.  If the federal shutdown had continued for much longer, the District would have exhausted these funds and shut down, too.  The 650,000 D.C. residents do not suffer alone when vital city services cease during a shutdown.  Federal officials, including the President, federal buildings, foreign embassies and dignitaries, businesses and tourists rely daily on the city's services, as well.

Re: cheat_training_group Slalom, Cheat Training Registration, Mexico

Ashley,

Here's my feedback on the proposed Cheat training registration lottery:  I highly support the new idea!  It sounds a lot more fair.  Here are two possible issues you would need to deal with:  1) How do you deal with people how want to register for multiple programs, can each person only pick one? 2) How do you make sure that the odds of getting into the various cheat programs are not widely different, or if they are different, should you let people know ahead of time?

Our summer classes are coming to an end.  We have three more Tuesday night open practice sessions at Lock 6, including tonight.  I hope you can join us!  

Our Winter Slalom Sessions begin Sunday Oct 12th at 9 am. Stay strong and precise through the cold months.  New this year we are offering a package of 10 sessions for $400.  Registration is available online.

Feedback Wanted! We are devising a new way to register for the Cheat Training Programs to make it easier and more fair.  You can send in a form specifying which program you wish to register for and include a  check or other payment and we will draw names on January 2 until the programs fill.  All others will be added to the wait list.  Please let me know if you have suggestions or strong opinions about this.  

Finally, it is time to make travel plans for Mexico this year!  Tom will be down there again this year to help with logistics and we will have a combination of the incredible leadership of Mexican paddler Isidro Sobranes and our own staff to guide you on the river.  The first two trips are the gorgeous waterfalls of San Luis Potosi led by Todd Henry.  The advanced trip is class III & IV. It is filling fast!  The intermediate is class III- this can be your first waterfall experience, you will need a solid roll.  Check out the information and details about all trips below.

Rio Verde
15 ft. high falls on the Verde 
Beautiful and remote, the Verde drops over continuous basalt ledges for about 6 miles. We have to rappel beside a 100' falls. We spend the night with a friendly family and are served dinner in a family's kitchen. The next day we paddle the Santa Maria.  A unique and exhilarating experience! - part of the Advanced Waterfall Trip
 
Rio Santo Domingo
 
Forty kilometers on a remote, class III-IV river in Oaxaca, camping along the way.  Wake up to hear the sounds of rapids, jump on the river just as soon as you have eaten and  packed your boat.  A great experience living four days close to Nature then another day on the Rio Valle Nacional.  Return to civilization by the Beatles' "Long and Winding road"

Above is the drop where we start down the Alseseca River in the race.  The river below here is class III-IV with many beautiful drops.
Rio Filo-Bobos
 
The Filo-Bobos, close to Tlapacoyan, is great fun to play and run the class III IV rapids.  Further up-stream the river gets progressively more diffucult up to some great sections of class III and IV - on the Strong Intermediate Canyon Trip and the Advanced Veracruz trip.
 
Rio Barranca Grande
Happy paddling on the Rio Barranca Grande that winds through narrow and deep limestone canyons for 22 mi. near Coatepec, Ver. We spend two days paddling the Barranca Grande and a night camping alongside the river - Strong Intermediate Trip

The summer is already fading, and the warm days left can almost be counted. You may well be wondering how you will be able to keep up your kayaking addiction when the cold hits?

All the photos and videos below are genuinely from our own trips.  The Winter escape to Mexico's rivers can make for a delightful break from the winter's chill.  Check out these river great trips!

At home this winter you can prepare for trips, we will be offering rolling classes in an indoor pool, and slalom classes in the gates.  You can maintain your paddling shape and keep improving your skills until Cheat Training starts up next year at the beginning of March.

Waterfall Trips 
  

Strong Intermediate and Advanced:
North of Mexico City, in the Sierra Madre Oriental, there are a group rivers with blue, blue water, full of travertine waterfalls.  Even if you have never gone over a waterfall you can learn it here. Some waterfalls are 3' - some 10'.  You can work your way from the small ones up to the higher.  You can skip any that are too high for you.  There are many rapids in between.

Oaxaca Overnight Trip

South of Mexico City beyond Tehuacan you will see a great expanse of drylands and 10,000 ft. high mountains. The Rio Santo Domingo cuts through these mountains, carving several canyons and creating 25 miles of III - IV rapids.  In three or four days we paddle this river, camping along the way and carrying all that we need in our boats. We call this self-supported boating.  After the Santo Domingo, and a great dinner at the home of a local family, we drive to the Rio Valle Nacionale for another exhilarating day.

Alseseca Race Week

January 10 is the date of the seventh annual Alseseca Race. The race consists of about 20 steep drops all within about 2 mi.

Most of the week before we devote to learning the river and practicing for the race.  Other excursions and hikes to local area sights are included, including a full day on the Super Alto Filo-Bobos.

We pick you up on the first day at the Mexico City airport and drive to Tlapacoyan, Veracruz.  We drive back to the airport to catch your flight on the last day.

There are many options in Veracruz for paddling class IV - class IV+ whitewater, starting with the headwaters of the Filo-Bobos, and roadside section of the Alseseca, and the Upper Jalacingo. Join us for some real whitewater challenges near Tlapacoyan, Ver.

Intermediate Trips In Veracruz

Get your feet wet this Winter in Mexico! In these popular trips to Mexico, we explore three class III - III+ deep canyons of Veracruz.  We spend one day on headwaters of the Alto Filo, another two days on the headwaters of the Barranca Grande. On another river called the Actopan, we put-in where the river is born gushing out of a rock wall into a big clearwater pool.  On a warm day we often take a day for paddling in the surf on the Esmeralda Coast. The rapids are continuous, and on the Strong Intermediate trip, one night is spent camping along the river.

If you are comfortable paddling the Lower Yough, this will be a good trip for you.

Accommodations in Veracruz

 

Our center of operations for trips on the Filo-Bobos and Alsesca Rivers is a beautiful ecological resort on the hill just over-looking the rivers.  You stay in small cabins, usually two persons in a room, and eat in a nearby open air pavillion.  For the Actopan we visit a second ecological preserve just at the headwaters of the river.  In each case we have easy access to the rivers, where we can be back to our accommodations without a long drive. 
The first day (out of six paddling days) we spend a little time outfitting our boats and warming up any possible rusty skills.  River runs are ideal for practicing maneuvering and building confidence.  We often devote some time in the resorts' swimming pool to refresh your rolling.

My son Joe Madden was last seen on the 1000 Block of Kearny Street on Monday, Sept 29 at about 10:30 am. He was supposed to be heading to work at Brookland's Finest. He never showed up. 

Have you seen him? He doesn't have his cell phone and none of his friends have heard from him since Sunday. (I saw him Monday Morning). We have filed a police report.

Joe is about 6'1" and 170 lbs, brown hair, green eyes wearing jeans and black workbooks. His pic is attached. Please let me know if you have any information AT ALL and share widely.
