The Office of the People's Counsel are the DC residents and businesses attorney in utility matters. OPC must represent us to the best of their ability, just like the MD Office of the People's Counsel are doing for the MD residents. As you may have read, PG & Montgomery County elected officials, including their state legislative representatives seem to understand the problem.

I dislike Pepco as much as the next guy, but this survey seems poorly designed with apparent heavy anti-Pepco bias. For example, there's no option for "I haven't lost power in the last year." Other questions also lend themselves to bias, which will result in results that can't be relied upon.
