[WardFive] Christmas Tree Pickup
The following update includes projections for which routes we expect to complete today.
As a reminder, holiday trees and greenery should be placed next to residents’ blue recycling bins—not at the curb, unless that is where the resident’s recyclables are normally collected. This collection service is only available to residents who are serviced by DPW. DPW collects trash and recyclables from single-family homes and apartment/condo buildings with three or fewer living units. Residents living in larger apartment and condo buildings will need to contact their building management.
All DC residents also have the option of bringing their holiday trees and greenery to either of the District’s transfer stations. The Fort Totten Transfer Station is located at 4900 John F. McCormack Drive, NE, and is open Monday—Friday from 1pm—5pm and on Saturdays 8am—3pm. The Benning Road Transfer Station is located at 3200 Benning Road, NE, and is open Monday—Friday from 1pm—4:30pm. Trees and greenery brought to either of the transfer stations, along with those collected by DPW, will be composted.
Whichever option residents choose to dispose of their trees, all ornaments and lights should be removed, and the trees and greenery should not be bagged. If your tree has not been collected by February 2, please call 311.

DC Health Link hitting the streets and holding more enrollment events to get residents signed up before January 31st deadline
WHAT:
With TWO DAYS to go before the January 31st enrollment deadline, DC Health Link is blanketing the city to remind last-minute shoppers about the deadline and help them get enrolled in quality, affordable health coverage before the end of Open Enrollment.
"Fact Mobs" with DC Health Link assisters will be at Metro stations on Tuesday, January 30, 2018, during afternoon rush hours distributing information and directing consumers to the closest enrollment center. "Fact Mobs" are where assisters greet residents at Metro stations and pass out information, shouting out important facts about the Affordable Care Act and DC Health Link, and directing residents to the nearest enrollment center.
DC Health Link is creating more enrollment opportunities!
DC Health Link certified Assisters will be will be stationed onsite at the United Medical Center on Tuesday to provide in-person education and enrollment assistance to District consumers as well as answer questions, and provide information about Medicaid options and financial help with plan premiums. Additionally on Tuesday, DC Health Link certified Assisters, in collaboration with the DC Department of Employment Services (DOES), will be stationed onsite at DOES to provide residents with enrollment assistance.

In the last days of Open Enrollment, DC Health Link is extending the hours at FOUR enrollment centers—Whitman Walker Health, the Community of Hope, Mary's Center, and Amazing Love Health Services.

BACKGROUND: The Affordable Care Act provides individuals, families, and small businesses in the District of Columbia with affordable options for quality health insurance. DC Health Link is the District's online health insurance marketplace which allows visitors to shop, compare, and enroll in coverage that fits their needs and budgets.
Open Enrollment for individuals and families ends January 31, 2018. There are 26 private health insurance options (including 2 catastrophic plans) from CareFirst Blue Cross Blue Shield and Kaiser Permanente for individuals and families. Eligible residents who make plan selections by the 15th of each month during Open Enrollment will be effective on the first day of the following month. Small businesses—as well as individuals and families eligible for Medicaid—can enroll through DCHealthLink.com at any point.

[WardFive] DC Snow Team On Standby
DC Snow Team On Standby, Ready To Treat Roads Ahead of Tuesday Morning Commute
(The National Weather Service is forecasting a mix of rain and snow, with accumulations of snow up to one inch, beginning around 2:00 am on Tuesday, January 30. The DC Snow Team will be called in at midnight to closely monitor temperatures and precipitation, and treat District roads as necessary. Residents and motorists can register to receive important weather alerts from the District on their devices by signing up for AlertDC at alertdc.dc.gov.
“The DC Snow Team will be on standby overnight, prepared to treat all District routes ahead of the Tuesday morning commute if needed,” said DPW Director Chris Shorter. “Throughout the evening and early morning hours we will be keeping a close eye on the type of precipitation that falls and road temperatures. If temperatures drop and heavy snow begins to fall, we will be ready.”
To prepare for the overnight snow and morning commute, residents are encouraged to heed the following tips:
- Take Metro as an alternative to driving.
- If driving, do so cautiously and maintain safe speeds and distances from other vehicles.
- Keep a safe distance from emergency and snow vehicles and use caution when attempting to pass a snowplow. Give the drivers plenty of room to safely do their jobs.
- Be aware of hazardous road conditions, particularly black ice which can be deceptive in appearance and give the driver a false sense of security on the road.
- Drive and walk carefully on bridges, ramps and other elevated structures which can freeze before the roadway.
The DC Snow Team encourages residents and commercial property owners to apply abrasives such as rock salt, de-icer, or non-clumping kitty litter to the sidewalks around their properties to reduce the possibility of icing and to prevent slips and falls.
The District’s Snow Team is committed to a quick completion of plowing and salting along major roads and residential streets, which in turn means a faster return to normal traffic flow and earlier resumption of trash collection and other city services. Residents concerned about the treatment or plowing of specific roads should call the Citywide Call Center by dialing 311. For more information about DC’s snow program and preparing for winter weather, or to see where District Snow Team plows are working, go to snow.dc.gov. To stay informed about weather conditions and how District services are affected, follow the accounts listed below on social media.
Additional Service Changes

[WardFive] DPW’s HHW/E-cycling/Shredding in February
DPW Offers Options to Dispose of HHW/E-cycling/Personal Documents for Shredding in February
The Department of Public Works (DPW) will accept District residents' household hazardous waste and e-cyclables on February 1st from 1 pm—5 pm, in addition to our regular Saturday service from 8 am—3 pm at the Fort Totten Transfer Station.*
DPW will also provide document shredding services on Saturday, February 3rd from 8 am—3 pm for up to five boxes (or equivalent container) of documents, such as bank statements, credit cards, and pay stubs for shredding from each resident. The boxes should be no larger than 16.5" x 12.5" x 8.5" or the approximate size of a box of copy paper. Document shredding is available the first Saturday of the month for paper documents of a sensitive nature. Please place newspapers, magazines and other items that are not confidential in your recycling bins.
District residents may bring HHW items such as pesticides, batteries and cleaning fluids to Fort Totten, along with e-cycling items such as computers, televisions and other unwanted electronic equipment.

[WardFive] Turkey Thicket Pool Closed from Jan 28 until Feb 4
DPR's indoor, year-round aquatic centers will undergo yearly scheduled preventative maintenance to deep clean the pool and facility. Pools will temporarily close in phases, beginning on Sunday, January 7, 2018.
Dunbar, Ferebee-Hope, HD Woodson, Marie Reed and Therapeutic Aquatic Center pools will not close/undergo maintenance. During each respective closure, all programs, permits and classes will be suspended at that particular facility. Please contact the Aquatics Division (202) 671-1289 if you have any questions or require further assistance.

RE: [WardFive] Re: Guildfield Church lot/12th Street businesses
I had received a couple of calls/inquiries in reference to FREE parking at Guildfield. Thank you for your help and assistance with the church. Pastor has done a great job being a good servant and shepherd in our community. In addition, St. Anthony's has a parking lot and does not allow ANY parking other than that of the school, no complaints.
I did let our community members know that Brookland/CUA metro station has a parking lot and introduced them to the brand spanking new garage next to Comcast.

Hello - fyi that I rec'd a call yesterday inquiring about, among other things, church lot.
The caller, William Hunt, indicates some of the "12th Street business" expressed concern that "Guildfield is being treated like a slave plantation such that the Guildfield had to cave in to gov't pressure to shut down, preventing businesses from parking on the lot." Hunt indicates "12th Street businesses indicated [they] contributed to the "community" and should, out of gratitude for their contribution, be allowed to park on Guildfield's lot... as good neighbors and part of the community."
I made clear to Hunt
1) Guildfield is private property,
2) Guildfield is a 501(c)(3) and, by DC and fed law, must operate in accordance with its IRS/biz requirements
3) same as Howard University, my Lawrence Street house, and St. Anthony's, Guildfield is under NO OBLIGATION WHATSOEVER to allow anyone or anything to dictate, control, suggest or infer how Guildfield will handle its PRIVATE PROPERTY
4) Eddie Johnson and any other 12th Street businesses are only looking out for themselves, their profit and their convenience;
5) 12th Street business and others who Pastor ALLOWED TO FREELY to park on Guildfield's lot CONTRIBUTED AND/OR DONATED NOTHING to Guildfield
Further, I explained to Hunt - and told him to tell 12th Street businesses what I said, that -
6) Guildfield is not the only church in Brookland.
7) I suggested those businesses go to St. Anthony's or wherever else in Brookland to park FREE AND WITHOUT PERMISSION...
8) Guildfield is a black church and it is disgraceful that folks in this community continue to insult this church by exploiting, pimping and potentially jeopardizing Guildfield's standing
9) For years, the various Ward 5 councilmembers (Spaulding, H. Thomas/both, Orange) and Brookland ANCs (Steptoe, Higgins) have PROTECTED Guildfield against neighbors and the city trying to shut the church down for its community volunteer parking, food banks, homeless efforts, etc.
10) Guildfield has and continues to have folks both inside and outside the church who seek to do the church harm and care nothing about its operations.
With that, I want all aware that a few greedmongers in the community still remain hostile to this black church deciding to protecting itself as a 501(c)(3) and as private property.

Metro invites public to comment on FY2019 budget and capital investment
Metro is inviting the public to provide feedback on the Fiscal Year 2019 budget proposal focused on continued capital investment without raising fares or cutting service.
To balance Metro's $3.2 billion budget for the coming fiscal year, Metro is seeking additional funding from the District of Columbia, Maryland and Virginia governments while continuing to take actions to cut costs and increase business revenues.
As part of the budget, Metro's Capital Improvement Program invests $1.3 billion in funding safety improvements, rebuilding the Metro system and improving reliability of the current rail and bus networks. It also funds the deployment of new trains and buses, station upgrades and other important improvements.
Metro values the input of its customers. Comments will be provided to the Metro Board for consideration prior to adopting the budget. The public is encouraged to comment by 5:00 p.m. on Monday, February 5, 2018:

The budget proposal includes several key initiatives:
* Continued delivery of 7000-series railcars to replace older, less reliable trains
* New buses and paratransit vehicles
* Additional improvements or maintenance for tracks, stations, rail power and radio and wireless systems
* Reduce costs through management actions and competitive contracting
* Limit the growth of the jurisdictional operating subsidy for Metro to three percent, or $29 million in FY2019

All comments submitted online, along with written statements and public hearing comments will be part of the official public hearing record and submitted to the Board of Directors in March 2018 as part of the final decision making process.
Metro's fiscal year 2019 budget and any approved changes would take effect in July.

The location for public hearing and outreach locations are wheelchair accessible. How to register to speak
All organizations or individuals desiring to be heard will be afforded the opportunity to present their views and make supporting statements and to offer alternative proposals. Public officials will be allowed five minutes each to make their presentations. All others will be allowed three minutes each. Relinquishing of time by one speaker to another will not be permitted.
There will be no advance registration to speak. Those wishing to provide oral testimony will sign up to speak at the hearing, will be called to testify in the order they sign up, and can sign up to speak at any time prior to the close of the hearing. Elected public officials will be allowed to provide their testimony as soon as feasible after their registration. If you will not be able to stay to provide your testimony orally when your name is called, staff will provide you with multiple ways to submit your comments into the public record including the use of a digital recorder to record your oral comments.
How to submit written testimony
Testimony may be submitted online about Metro's operating and capital budget at wmata.com/budget<https://www.wmata.com/initiatives/budget/index.cfm>. Online submission will be available through Monday, February 5, 2018 at 5 p.m. This is in addition to your ability to speak at a public hearing.
For those without access to computers or internet, testimony may also be mailed to the Office of the Secretary, Washington Metropolitan Area Transit Authority, 600 Fifth Street, NW, Washington, DC 20001. All comments must be received by the Office of the Secretary by 5 p.m. on Monday, February 5, 2018 to be included in the public record.
The comments received by the Office of the Secretary, along with the online submissions and public hearing comments, will be presented to the Board and will be part of the official public hearing record.
