[WardFive] Maryland General Assembly Considers Resolution in Support of DC Statehood

Earlier this week, I joined other members of the DC Statehood Congressional Delegation in Annapolis, Maryland providing testimony before the Rules and Nominations Committee in the Maryland General Assembly for a Resolution they are considering in support of DC Statehood.  Our thanks go to Delegate Gabriel Acevero, and the co-sponsors of HJ0007.  Delegate Acevero believes in equality for all, and this is why one of his first pieces of legislation was helping bring equality to over 700,000 residents in Washington DC.  We are optimistic, and I will keep you posted on developments of this joint Resolution in the Maryland General Assembly.

 

Yesterday, hundreds showed up to support DC Statehood Day in Congress, a big shout-out to DC Vote for organizing.  Our volunteers were happy to hear from DC Mayor Muriel Bowser https://youtu.be/ht8RwttZE-k that Virginia Senator Mark Warner is co-sponsoring our DC Statehood Bill in the Senate (a Bill that should be introduced by the end of this week).  This makes for a very good week for #DCStatehood.  You will remember that H.R.51 was introduced earlier this year in the House of Representatives.  That Bill now has 197 co-sponsors (we expect it will have over 218 before the year is over).

 

I also want to thank the many volunteers that helped push DC Statehood during the DNC Winter Meetings in DC.  Very thankful for the huge support from DNC Chairman Tom Perez.  Here is a video I captured of the Chairman speaking at the meeting:  https://youtu.be/AgCt6n-qs4M

DPW Launches New App Ahead of Residential Street Sweeping Season

MyDPW App Provides Residents with Weekly Reminder Alerts About When to Move Their Vehicles for Street Sweeping

 

The Department of Public Works (DPW) has launched a new "MyDPW" mobile app that allows residents to receive alerts about when to move their vehicles ahead of weekly residential street sweeping. The app is designed for residents who frequently park on residential streets, allowing them to receive alerts about the specific blocks they select.

"With this new app, we hope to lessen the burden on those who park on residential streets and decrease the number of vehicles our street sweepers need to maneuver around," said Acting DPW Director Chris Geldart. "Looking ahead, we plan to expand MyDPW to include other DPW services as well, using technology to make things as convenient as possible for residents."

In addition to alerts about street sweeping, the mobile app allows residents to sign-up for DPW's existing booting/towing and leaf collection alerts. Residents who have already signed-up to receive these alerts will not need to re-register, although downloading the app is recommended for ease of use.

The mobile app can be downloaded from the AppStore and GooglePlay, and can be found using the search terms "MyDPW" or "MyDPW DC."

Residential Street Sweeping Resumes Monday, March 4

DPW will resume residential mechanical street sweeping on Monday, March 4. The District's mechanical street sweeping program plays a critical role in keeping DC clean. Last year, DPW's street sweepers removed more than 4,300 tons of litter from District streets.

To ensure streets are swept thoroughly, motorists are asked to obey the signs posted with the days of the week and hours of the day when parking restrictions will be enforced. The fine for violating this restriction is $45. Signs posted along street sweeping routes indicate that the program runs from March through October. To remind motorists of the restrictions, DPW will issue warnings between Monday, March 4 and Friday, March 8, 2019 to vehicles parked during the sweeping periods.

Parked vehicles may be towed to allow the sweepers access to the curb lane. Generally, parking is prohibited for two hours (9:30 am to 11:30 am or 12:30 pm to 2:30 pm) while sweeping is underway.

Upcoming Options to Dispose of HHW/E-cycling/Personal Documents

 

The Department of Public Works (DPW) will accept District residents' household hazardous waste and e-cycling on Thursday, February 28 from 1 pm—5 pm, in addition to our regular Saturday service from 8 am—3 pm at the Fort Totten Transfer Station.*

 

DPW will also provide document shredding services on Saturday, March 2 from 8 am—3 pm for up to five boxes (or equivalent container) of documents, such as bank statements, credit cards, and pay stubs for shredding from each resident. The boxes should be no larger than 16.5" x 12.5" x 8.5" or the approximate size of a box of copy paper. Document shredding is available the first Saturday of the month for paper documents of a sensitive nature. Please place newspapers, magazines and other items that are not confidential in your recycling bins.

 

District residents may bring HHW items such as pesticides, batteries and cleaning fluids to Fort Totten, along with e-cycling items such as computers, televisions and other unwanted electronic equipment.

DC Government Closed on Wednesday, February 20

Department of Parks and Recreation Camps Canceled, DPR and DCPS Meal Sites to Remain Open

On Wednesday, February 20, DC Government will be closed for non-essential/non-emergency employees. While DC Public Schools are already closed this week for mid-winter break, Department of Recreation (DPR) Camps will also be canceled. For updates on delays and closures at DC Public Charter Schools, families can track the DC Public Charter School Board's inclement weather page at dcpcsb.org/inclement-weather-updates.

 

DPR meal sites will continue to operate as scheduled at Kenilworth Recreation Center (12:30 p.m.-1:30 p.m.), Rosedale Community Center (1:00 p.m.-2:00 p.m.), and Turkey Thicket Recreation Center (12:30 p.m.–1:30 p.m.).

 

Meal sites for DCPS students will also continue to operate as scheduled (lunch will be served from 10:30 a.m. until 1:00 p.m.):

With the National Weather Service (NWS) forecasting a mix of snow and sleet on Wednesday, February 20, and with a possible snow accumulation of between three and four inches, Mayor Bowser has deployed the District's Snow Team. A Winter Storm Warning will be in effect starting Wednesday at 1:00 a.m. until 7:00 p.m. The Snow Team got a head start pretreating roads on Monday night, applying liquid brine on the city's highways. Starting at midnight this evening, the Snow Team went into a full deployment with more than 200 plows and salt trucks. The deployment will also include the clearing of bridge sidewalks and bike lanes. Residents and motorists can register to receive important weather alerts from the District on their devices by signing up for AlertDC at alertdc.dc.gov.

 

The Snow Team will also pretreat around emergency services buildings, hypothermia centers, shelters, recreation centers, senior wellness centers, and other District government buildings.

 

To prepare for tomorrow's inclement weather, residents are encouraged to heed the following tips:

 

  • If driving, do so cautiously and maintain safe speeds and distances from other vehicles.
  • Be aware of hazardous road conditions, particularly black ice which can be deceptive in appearance and give the driver a false sense of security on the road.
  • Drive and walk carefully on bridges, ramps and other elevated structures which can freeze before the roadway.
  • Property owners should apply abrasives such as rock salt, de-icer, or non-clumping kitty litter to the sidewalks around their properties to reduce the possibility of icing and to prevent slips and falls.
  • Dress properly for the weather, including a hat, scarf, coat, gloves, socks, and water-resistant shoes or boots.
  • For pet owners, after each walk, wash and dry your pet's feet and abdomen to remove ice, salt, and chemicals—and check for cracks in paw pads or redness between the toes. Use pet-friendly ice melts whenever possible.
  • If you witness an animal emergency, including animals left outside in extreme weather, please call DC Animal Care and Control at 202-576-6664 to report the location and a description of the animal.

 

The DC Snow Team is committed to a quick completion of plowing and salting along major roads and residential streets, which in turn means a faster return to normal traffic flow and earlier resumption of trash collection and other city services. To report any concerns, residents should call the Citywide Call Center by dialing 311.

Cold Weather Emergency Alert and Shelters

 

On Tuesday, February 19, at 7:00 p.m., the Department of Human Services (DHS) in collaboration with the District of Columbia Homeland Security and Emergency Management Agency (HSEMA) activated the Cold Weather Emergency Alert until further notice. The District activates the Cold Emergency plan when the temperature and wind chill drop to 15° F or when the temperature, with wind chill, is 20° F and there is an accompanying meteorological event such as snow. DHS, HSEMA and other agencies have determined that the weather as forecast presents a danger, especially to residents who are experiencing homelessness.

 

Low-Barrier Shelters

 

Low-Barrier shelters for individuals operate year-round and are normally open from 5:00 p.m. to 9:00 a.m. When the Hypothermia and Cold Alerts are activated, all low-barrier shelters remain open all day and remain open during the extent of the extreme weather conditions.

Increased Outreach: The Department of Human Services (DHS) will amplify outreach efforts during the weekend to raise awareness about the availability of Hypothermia Shelters.

 

Families seeking emergency shelter can also visit the Virginia Williams Family Resource Center at 920 Rhode Island Avenue, NE on Monday through Thursday,  8:00 a.m.-4:30 p.m., and Friday, 8:00 a.m.- 12:30 p.m. Families may also call the Shelter Hotline at (202) 399-7093 or 311 at any time day or night.

cheat_training_group Cheat Season: The Happiest Time of the Year

Hey all,

Cheat season is right around the corner! The weather is inconsistent, the river is high, and you're asking yourself that question, should I wear a dry suit and be warm, or a dry top and be a little cold. I hope that everyone has been able to get out in there boat once or twice. 

I would like to encourage you all to come to a pool session once before cheat starts. It is good get a few good rolls in the warm pool before you try to freeze your brain in the Potomac. This Saturday ZoneDogg himself will be present to teach a playboating class. This is also a great class to take because you end up rolling a lot, and playboating teaches you how to use your whole body. Check out the schedule here

DPW to Observe Presidents' Day, Monday, February 18

 

Sanitation and Most Parking Enforcement Will be Suspended for the Day

 

The DC Department of Public Works (DPW) will observe Presidents' Day, Monday, February 18; therefore, sanitation services and most parking enforcement will be suspended and will resume on Tuesday, February 19.

 

  • Trash and recycling collections in once-a-week collection neighborhoods will "slide" to the next day for the remainder of the week. In twice-a-week collection neighborhoods, Monday's and Thursday's collections will slide to Tuesday and Friday. Tuesday's and Friday's collections will slide to Wednesday and Saturday.
  • The Fort Totten and Benning Road transfer stations will be closed on the holiday, reopening the following day.
  • DPW will not enforce parking meters, residential parking, rush hour lane restrictions or tow abandoned vehicles Monday, February 18, except along the streetcar line.

 

"Blocked" Streetcar Parking Enforcement is daily, including weekends and holidays, along H Street and Benning Road, NE, between 3rd Street and Oklahoma Avenue, NE. The hours of enforcement are concurrent with the streetcar schedule. Normal enforcement citywide resumes Tuesday, February 19.

Good Day,

Below are the minutes from the first Single Member District (SMD) 5C01 meeting concerning the solar array at the Catholic Charities property, 2800 Otis Street, NE. The second meeting was held 1/5/2019 with two Updates.

ANC 5C will vote on the matter during the monthly ANC 5C meeting Wednesday, February 20, 2019, 7pm, at the Fifth Police District, 1805 Bladensburg Road, NE, 20002

The meeting concerned the request by Catholic Charities of the Archdiocese of Washington, DC, located at 2800 Otis Street, NE, Washington, DC 20018, to install 4,788 solar panels on their property. The purpose of the panels is to reduce the cost of electrical power to the property.

The meeting opened with a presentation by our guests who represented the Catholic Charities project (Catholic Charities, Catholic Energy, the solar panel installer, and the attorney for the project). The lead presenter was Attorney Leila Batties.

Concerning Catholic Charities, 2800 Otis Street, NE, the following were presented:

Ø It is a non-profit entity of the Catholic Church
Ø It sits on more than 14 acres
Ø They lease the property from Catholic Missionaries, which was established by Mother Theresa
Ø They house up to thirty-eight (38) hospice patients- men, women, and children
Ø They have no income and depend on donations to operate
Ø The Church has been approached by Developers to sell the property; however,
Ø Catholic Charities' concern is to remain connected to the community
Ø The Church do not intend to sell to Developers
Ø The majority of the site is open space

Concerning the solar array project:

Ø There will be 4,788 solar panels creating the solar array
Ø The panels will be located close to the Randolph Street side (north side) of the property
Ø The setback from public space is at least 8 feet and closer to 25 feet
Ø The mounted height of the panels would be about 7 feet
Ø The array would be screened by a 6 feet tall inner perimeter security fence
Ø Trees will be located on the outside of that fence to block any glare from the panels
Ø There will be an outer perimeter fence (two levels of fencing)
Ø It will take about two months (weather permitting) to excavate and install the array
Ø There will be no major drilling
Ø Wires will be underground and connected to the Pepco source
Ø The site of Catholic Charities is zoned R-1-B (Residential). They are requesting a Special Exception to the zoning regulations to use the property for utility purposes also.

Community Concerns:

Electrical Sensitivity: There is no study proving that solar power has any effect on pacemakers, non-cable TV service, cell phones, and VOIP. It is not high density voltage.

Noise: Yes, there might be a hum from the array, but no louder than a Pepco transformer.

There might be low volume noise as the panels follow the sun. (Update-the panels will not move)

There will be daytime construction noise

Rain Water Runoff: This has already been addressed at the site and will not affect neighboring properties. (Update-Currently, the water flows from the property to a storm water runoff drain)

Property Values: The array would not be visible from street level because of the fencing. There is no study proving the depreciation of property as a result of solar power

How will the community benefit in supporting this project:

The financial affects of the solar array will not be realized for about two years. Catholic Charities is a non-profit community based organization dependent on support from the community. However, any electrical overage might be passed on to the community, but this will involve future analysis and research.

Maintaining the Property: The public space adjacent to the property will be maintained. The grass will be cut and weeds pulled. Catholic Charities stated they were unable to do so in the past because of the lack of revenue.

Follow-up Community Meeting: Saturday, January 5, 2019, 10am, Sharon Baptist Church, 3825 26th Street, NE 20018

ANC Monthly Community Meeting: There will be an Advisory Neighborhood Commission (ANC 5C) community meeting to vote whether to support or not support the project. Notices will be posted. We meet every third Wednesday of the month, 7:00 pm, at the Fifth Police District, 1805 Bladensburg Road, NE.

Board of Zoning Hearing (DCOZ): The hearing will be February 27, 2019, 9:30 am, at 441 4th Street, NW-Suite 200S. The public is invited to testify. DCOZ has the authority to grant or reject Catholic Charities' request.

The first week of the 2019 IRS tax refund direct deposits begin on February 11, 2019.  The IRS issues more than 9 out of 10 refunds in less than 21 days. However, it's possible your tax return may require additional review and take longer.  Taxpayers who claim the Earned Income Tax Credit or the Additional Child Tax Credit may experience a tax refund hold.

 

According to the Protecting Americans from Tax Hikes (PATH) Act, the IRS cannot issue these refunds before mid-February.  The IRS expects the earliest tax refunds with the Earned Income Tax Credit or the Additional Child Tax Credit to be available in taxpayer bank accounts or debit cards starting February 27, 2019, if these taxpayers chose direct deposit and there are no other issues with their tax return.

 

According to the IRS, your refund should only be deposited directly into accounts that are in your own name; your spouse's name or both if it's a joint account.
