Chief Newsham said police believe the incident was targeted and asked for the community to provide any information they might have. The suspect was wearing a red jacket with dark clothes underneath and 'had very distinct multi-colored hair. Possibly a wig'. The suspect fled south on 8th Street NE. The block between 7th and 8th remains closed however the Monroe street bridge and Brookland MetroRail stations are open. MetroBus routes will be impacted.
