[WardFive] FY 2021 FEMA Nonprofit Security Grant Program Opens

FYI,

Robert Vinson Brannum

Advisory Neighborhood Commissioner

President Emeritus, DC Federation of Civic Associations, Inc

To Prospective FY 2021 FEMA Nonprofit Security Grant Program (NSGP) Applicants:

Last year, the Federal Emergency Management Agency (FEMA) awarded security and preparedness grants for District non-profit organizations operating at faith-affiliated institutions. The grants were managed through DC’s Homeland Security and Emergency Management Agency (HSEMA) as part of the U.S. Department of Homeland Security’s Nonprofit Security Grant Program (NSGP). These grants supported efforts for target hardening, planning, training, and other security-related activities. The funding supported the purchase of physical security enhancements such as cameras, new doors, locks, and gates.  Applicants should consider recent local events impacting the Metropolitan African Methodist Episcopal Church and the Asbury United Methodist Church.

Today, February 25, 2021, FEMA released the Notice of Funding Opportunity (NOFO) for the FY 2021 Nonprofit Security Grant Program (NSGP). This grant provides $180,000,000 in funding support for target hardening and other physical security enhancements and activities to eligible nonprofit organizations that are at high risk of terrorist attack.

The 2021 NSGP has two components: 1) $90 Million for eligible nonprofit entities that are within designated urban areas; 2) $90 Million for eligible nonprofit entities that are not within designated urban areas.

The following information and instructions are for nonprofit applicants that are within the National Capital Region urban area (NCR), which includes the District of Columbia, Montgomery and Prince George’s Counties in Maryland, and Arlington, Fairfax, Loudoun and Prince William Counties and the City of Alexandria in Virginia.  Any nonprofit applicants in Maryland and Virginia that are not within the boundaries of the NCR must submit their applications to the Maryland Emergency Management Agency or Virginia Department of Emergency Management, respectively.

Below are instructions for applications for FY2021 NSGP for the National Capital Region urban area:

  • Applicants must be 501(c)(3) nonprofit organizations to be eligible.
  • Applicants must be located within the National Capital Region
  • The maximum amount for an individual application is $150,000.
  • Applicants must only request funding for equipment/activities that are consistent with the allowable costs guidance listed on pp. 20-21 of the NSGP NOFO and in greater detail on pages C-1 to C-7 of the FY2021 FEMA Preparedness Grants Manual.
  • Applicants must submit their applications no later than Friday, April 23, 2021 at 11:59:59 PM EDT to the District of Columbia Homeland Security and Emergency Management Agency (DC HSEMA), which is the State Administrative Agent (SAA) for this grant.

  • Applicants must submit the following three (3) documents to the SAA for a complete application.

1.     A completed FY2021 NSGP Investment Justification template (Excel file)

2.     A “mission statement” described on pg. 17 of the NOFO, which explains the nature of the applicant organization’s purpose and mission.  This will primarily be used to validate the organization’s type identified in the IJ as either: 1) Ideology-based/spiritual/religious; 2) Educational; 3) Medical; or 4) Other.

3.     A copy of the vulnerability/risk assessment on which the request in the application is based (see pg. 16 of the NOFO).

Instructions on how to save the Investment Justification template (Excel file) correctly are listed on the “Introduction” worksheet—please follow these instructions carefully.

·         Application template must be saved in Microsoft Excel 97-2003 format.

·         Applications must use the following file naming convention: “FY2021_NSGP_UA_ DC_NCR_<Your Nonprofit Name>”

·         Applicants must include the organization’s Dun & Bradstreet Number (DUNS) in the application template where requested.

o    Applicants that do not have a DUNS number may get one by calling (866.705.5711).

o    Applicants do not have to register with grants.gov, since DC HSEMA is the sole applicant on behalf of the region.

The scoring criteria for the applications are included on pp. 22-27 of the NOFO and an example of the scoring worksheet the SAA will use is attached, so you can see how the application will be evaluated.

      • Do not submit to FEMA or grants.gov—DC HSEMA will do that on behalf of the region.

DC HSEMA will conduct an initial review and scoring of the applications received, and will submit a combined application to FEMA by May 14, 2021 on behalf of the National Capital Region urban area that includes all of the eligible applications. FEMA will make the final selection of award recipients and will announce the result by July, and will issue the grant award to DC HSEMA no later than September 30, 2021.

[WardFive] Transportation Equity Grant Application for Local DC Projects

Dear Community:

The DC Transportation Equity Network (DC TEN), through funding from the Energy Foundation and WABA, is awarding Community Solutions grants to organizations interested in engaging their constituencies on issues like safe streets, transit, accessibility, walkability, and other mobility justice issues.

These Community Solutions grants can be used to:

  • Host listening sessions on transportation issues facing the DC area, and alert community members of opportunities to weigh in.

  • Provide resources (technical, monetary) for community members to participate in formal transportation and sustainability planning sessions or projects.

Alternatively, if an organization would like to participate but are not able to design their own outreach program, they can apply with the option of working with DC TEN to design a survey or data-collection activity for their constituency that can then dovetail with community planning sessions. Please contact us before applying if this is their preferred option.

We hope to begin disbursing funds as soon as possible to successful grantees! These funds must be exhausted by April 30, 2021.

For more information, please see the application or feel free to send me any questions you might have!

[WardFive] Estimated/Anticipated 2021 IRS Tax Refund Scheduled Dates & Howard University Free 2021 Tax Preparation Support

Greetings and Salutations Friends and Neighbors,

FYI from the Internal Revenue Service: https://www.irs.gov/newsroom/2021-tax-filing-season-begins-feb-12-irs-outlines-steps-to-speed-refunds-during-pandemic and Howard University School of Business.

Tips for taxpayers to make filing easier:

To speed refunds and help with their tax filing, the IRS urges people to follow these simple steps:

  • File electronically and use direct deposit for the quickest refunds.

  • Check IRS.gov for the latest tax information, including the latest on Economic Impact Payments. There is no need to call.

  • For those who may be eligible for stimulus payments, they should carefully review the guidelines for the Recovery Rebate Credit. Most people received Economic Impact Payments automatically, and anyone who received the maximum amount does not need to include any information about their payments when they file. However, those who didn't receive a payment or only received a partial payment may be eligible to claim the Recovery Rebate Credit when they file their 2020 tax return. Tax preparation software, including IRS Free File, will help taxpayers figure the amount.

  • Remember, advance stimulus payments received separately are not taxable, and they do not reduce the taxpayer's refund when they file in 2021.

Key filing season dates:

There are several important dates taxpayers should keep in mind for this year's filing season:

  • January 15, 2021. IRS Free File opens. Taxpayers can begin filing returns through Free File partners; tax returns will be transmitted to the IRS starting Feb. 12. Tax software companies also are accepting tax filings in advance.

  • January 29, 2021. Earned Income Tax Credit Awareness Day to raise awareness of valuable tax credits available to many people – including the option to use prior-year income to qualify.

  • February 12, 2021. IRS begins 2021 tax season. Individual tax returns begin being accepted and processing begins.

  • February 22, 2021. Projected date for the IRS.gov Where's My Refund tool being updated for those claiming EITC and ACTC, also referred to as PATH Act returns.

  • First week of March 2021. Tax refunds begin reaching those claiming EITC and ACTC (PATH Act returns) for those who file electronically with direct deposit and there are no issues with their tax returns.

  • April 15, 2021. Deadline for filing 2020 tax returns.
