To Prospective FY 2021 FEMA Nonprofit Security Grant Program (NSGP) Applicants:
Last year, the Federal Emergency Management Agency (FEMA) awarded security and preparedness grants for District non-profit organizations operating at faith-affiliated institutions. The grants were managed through DC’s Homeland Security and Emergency Management Agency (HSEMA) as part of the U.S. Department of Homeland Security’s Nonprofit Security Grant Program (NSGP). These grants supported efforts for target hardening, planning, training, and other security-related activities. The funding supported the purchase of physical security enhancements such as cameras, new doors, locks, and gates. Applicants should consider recent local events impacting the Metropolitan African Methodist Episcopal Church and the Asbury United Methodist Church.
Today, February 25, 2021, FEMA released the Notice of Funding Opportunity (NOFO) for the FY 2021 Nonprofit Security Grant Program (NSGP). This grant provides $180,000,000 in funding support for target hardening and other physical security enhancements and activities to eligible nonprofit organizations that are at high risk of terrorist attack.
The 2021 NSGP has two components: 1) $90 Million for eligible nonprofit entities that are within designated urban areas; 2) $90 Million for eligible nonprofit entities that are not within designated urban areas.
The following information and instructions are for nonprofit applicants that are within the National Capital Region urban area (NCR), which includes the District of Columbia, Montgomery and Prince George’s Counties in Maryland, and Arlington, Fairfax, Loudoun and Prince William Counties and the City of Alexandria in Virginia. Any nonprofit applicants in Maryland and Virginia that are not within the boundaries of the NCR must submit their applications to the Maryland Emergency Management Agency or Virginia Department of Emergency Management, respectively.
Below are instructions for applications for FY2021 NSGP for the National Capital Region urban area:
- Applicants must be 501(c)(3) nonprofit organizations to be eligible.
- Applicants must be located within the National Capital Region
- The maximum amount for an individual application is $150,000.
- Applicants must only request funding for equipment/activities that are consistent with the allowable costs guidance listed on pp. 20-21 of the NSGP NOFO and in greater detail on pages C-1 to C-7 of the FY2021 FEMA Preparedness Grants Manual.
- Applicants must submit their applications no later than Friday, April 23, 2021 at 11:59:59 PM EDT to the District of Columbia Homeland Security and Emergency Management Agency (DC HSEMA), which is the State Administrative Agent (SAA) for this grant.
- Applicants must submit the following three (3) documents to the SAA for a complete application.
1. A completed FY2021 NSGP Investment Justification template (Excel file)
2. A “mission statement” described on pg. 17 of the NOFO, which explains the nature of the applicant organization’s purpose and mission. This will primarily be used to validate the organization’s type identified in the IJ as either: 1) Ideology-based/spiritual/religious; 2) Educational; 3) Medical; or 4) Other.
3. A copy of the vulnerability/risk assessment on which the request in the application is based (see pg. 16 of the NOFO).
Instructions on how to save the Investment Justification template (Excel file) correctly are listed on the “Introduction” worksheet—please follow these instructions carefully.
· Application template must be saved in Microsoft Excel 97-2003 format.
· Applications must use the following file naming convention: “FY2021_NSGP_UA_ DC_NCR_<Your Nonprofit Name>”
· Applicants must include the organization’s Dun & Bradstreet Number (DUNS) in the application template where requested.
o Applicants that do not have a DUNS number may get one by calling (866.705.5711).
o Applicants do not have to register with grants.gov, since DC HSEMA is the sole applicant on behalf of the region.
The scoring criteria for the applications are included on pp. 22-27 of the NOFO and an example of the scoring worksheet the SAA will use is attached, so you can see how the application will be evaluated.
- Submit applications by email to ncr.saa@dc.gov and Cembrye.ross@dc.gov.
- Do not submit to FEMA or grants.gov—DC HSEMA will do that on behalf of the region.
DC HSEMA will conduct an initial review and scoring of the applications received, and will submit a combined application to FEMA by May 14, 2021 on behalf of the National Capital Region urban area that includes all of the eligible applications. FEMA will make the final selection of award recipients and will announce the result by July, and will issue the grant award to DC HSEMA no later than September 30, 2021.
