Hey Folks:

4th and Morse is an area that houses Amalgamated Casualty Insurance Company (ACIC), the insurance company that covers many, if not most, of the taxicabs in the District. They are notorious for taking in premiums from the drivers and refusing to pay passengers, when the drivers injure them or cause injuries. I bring this up as people get pretty upset when they're treated like trash. The DCFD should take a quick look just to make sure ACIC hasn't "P" someone off and they took issues into their own hands.

Flames tore through a market in the warehouse district off Florida Avenue NE late Wednesday, forcing firefighters to battle the blaze from outside the building.

The fire, whose origin was not immediately known, broke out about 10 p.m. and continued to burn shortly before midnight.

The warehouse, at Fourth and Morse Street NE, appeared to be a wholesale market that sells to small businesses in the region. It is adjacent to Union Market, a recently opened specialty-food market that features about 40 local artisans, according to its Web site. Union Market, which opened in September, plans to eventually anchor "a vibrant mix of retail, restaurants, hotel, entertainment, incubator space for new food concepts as well as retail and wholesale space," the Web site says.

Shortly before midnight, D.C. firefighters were battling with ladders and hoses as flames and black smoke came out of the building at Fourth and Morse streets. No firefighters were visible inside.

The fire appeared to have caused significant damage to at least three wholesalers that sell Mexican fruits, seafood and handbags, among other products.

The district has long housed food markets, including Union Terminal Market, which featured hundreds of indoor food stalls when it opened in 1931.

Fire officials were not immediately available for comment.

Pepco Restores Power to All Customers

Affected by Hurricane Sandy

Vast Majority of Customers Restored within 30 Hours of Storm’s Onset

Utility Thanks Customers for Their Patience

WASHINGTON, D.C. – As of 9:12 p.m., Wednesday, Oct. 31, Pepco fully restored power to all customers who lost electrical service as the result of Hurricane Sandy. In total, Pepco restored more than 130,000 outages since the storm struck the Washington region on Monday afternoon, Oct. 29. The vast majority of customers without power were restored by the following Tuesday evening—within 30 hours of the storm’s onset.

“The magnitude of Hurricane Sandy was unprecedented as was Pepco’s preparation,” said Thomas H. Graham, President, Pepco Region. “Despite severe flooding that closed roads, tropical force winds that toppled trees and devastation to our electric system, we were able to restore the vast majority of customers who lost power within 30 hours of the onset of the storm. I want to thank our customers for their patience and understanding in these difficult conditions. Also, I want to thank the more than 2,000 employees, contractors and out-of-state mutual assistance personnel for their outstanding work and sacrifice, as well as the emergency management agencies, and government officials for their support.”

Hurricane Sandy proved to be a massive, very dangerous storm that left millions of Americans without power and caused extensive damage to homes, businesses and property. In the Washington area, residents experienced severe flooding and tropical force winds that prompted extensive closings, including federal and local government, schools, public transportation and roads.

Preparation

Pepco closely monitored the path of Hurricane Sandy several days in advance of the storm hitting its service territory on Monday, Oct. 29. At the same time, the Company began executing the planning and preparation stages of its incident response plan—mobilizing employees, securing utility contractors working on our system, making calls for out-of-state utility assistance, checking materials inventories, identifying staging areas, reserving hotel rooms for incoming crews, retaining additional call center support, among other preparatory steps.

Pepco communicated with customers before the storm, including making automated calls to more than 1,500 customers enrolled in its emergency medical equipment program and the company’s nearly 640,000 residential and small business customers, encouraging them to prepare for a severe storm and a potentially prolonged restoration period. In addition, senior executives conducted daily conference calls with government officials to provide updates and address their concerns and those of their constituents.

Restoration and Response

Power restoration activities began in full force on Monday, Oct. 29, when Sandy made its arrival in the Washington area. Repair work continued throughout the storm except for a short period Monday evening when sustained winds exceeded a safe limit. Pepco temporarily pulled its line crews at this time and when conditions were safe, the crews returned to the field to restore service.

At the peak of the restoration effort, Pepco mobilized more than 2,000 employees, contractors and restoration crews to support response:

• Nearly 600 internal and contract line and underground personnel

• 300 tree removal personnel

• About 400 customer call representatives to answer customer calls

• About 165 assessors to identify storm damage

• Around 635 support personnel who are working on special storm response roles

In addition, PHI, Pepco’s parent company, secured over 2,500 out-of-state restoration personnel acquired through the mutual assistance process.

To keep customers informed, Pepco proactively updated Twitter, Facebook, the mobile outage reporting and tracking app, and the website; issued continual press updates; held daily press conferences and conducted numerous media interviews. Pepco received more than 51,000 customer calls during the storm restoration effort with more than 99 percent of calls being answered in less than 30 seconds.

Pepco personnel staffed the state and local emergency management agencies and emergency operations centers and the company coordinated with fire departments and departments of transportation to address safety hazards and clear roads blocked by trees and downed wires.

With the completion of restoration of service to customers affected by Hurricane Sandy, Pepco has released its mutual assistance crews, many of whom will be providing restoration support for utilities in New Jersey and New York. In addition, Pepco is also sending a portion of its internal field crews and contractors to assist with these efforts.

Although outages associated with Hurricane Sandy have now been restored, tree limbs and trunks weakened by the storm may continue to fall and cause additional outages. The Pepco website currently shows outages that have occurred post Hurricane Sandy. If customers experience an outage, Pepco urges customers to report it by calling 1-877-PEPCO62, visiting pepco.com or using the mobile app that can be downloaded at www.pepco.com/mobileapp, so repair crews can be dispatched quickly to restore service. The DC Department of Public Works announced today that it will begin collecting leaves Monday, November 5 and will continue collections through January 12, 2013. DPW will be in each neighborhood at least twice for two weeks collecting leaves during the season. To ensure leaves are collected, residents are asked to check the schedule for their neighborhood and get their leaves ready for collection the weekend before each collection cycle. Earlier this month, DPW mailed a collection schedule to residents whose trash and recycling are collected by DPW. That schedule also can be found at www.dpw.dc.gov.

“We will collect leaves from every residential street in the District,” said DPW Director William O. Howland, Jr. “This is our most labor-intensive operation, involving more than 200 people working six days a week, including Veterans Day (observed Monday, November 12) and Thanksgiving Day (Thursday, November 22).”

He advised residents to rake loose leaves into the treeboxes, not into the street, and DPW crews will vacuum the leaves, which will be composted. “We also will collect bagged leaves left in the treeboxes and they, too, will be composted,” he added. Last year DPW composted almost 6,000 tons of leaves. The free compost is available to residents for pick up between March and October at the Ft. Totten Transfer Station.

“Collecting leaves is a public safety function,” said Mr. Howland. “Wet or dry leaves can cause pedestrians to fall and cars to skid. Leaves can block catch basins, which can lead to flooding. Leaves raked into the street, rather than the treebox, reduce available parking spaces. Starting a car parked over dry leaves can cause them to ignite.”

DPW will collect holiday trees between December 31 and January 12. Residents should remove ornaments before placing the trees where their trash and recycling are collected.

Here are some tips for a smooth-running leaf collection season:

· Look up your street’s collection schedule in the leaf collection brochure or at http://leaf.dcgis.dc.gov/.

· Rake leaves into the treebox the weekend before your street’s collection cycles. If you don’t have a treebox, leaves should be placed adjacent to the curb but NOT in the gutter or the street.

· Please – leaves only! Tree limbs, bricks, dirt, rocks, etc., will damage the equipment and delay collections.

· If you choose to bag your leaves, place the bags in the treebox or next to the trash/recycling container(s).

· Drive slowly around our crews’ work area so no one gets hurt.

Leaf collection season coincides with the beginning of snow season. Mr. Howland said, “I want to remind residents that the leaf collection crews are the backbone of the snow removal program. When snow and/or ice are predicted, we stop collecting leaves to convert our leaf equipment to snow plows. No leaves are collected until after the snow event ends. Sometimes predictions don’t result in snow, but we must have our snow equipment on the street regardless.”
