-- After doing a little researching (thanks to Chuck and Anastasia for direction), here is the Park's request when we are going to have cars parked in the lots after dark. I think it is very reasonable and friendly, and plan to bookmark the parking permit link on my phone and use it from now on. I hope others consider doing the same.

The use of the river is not a C&O Canal concern and to my knowledge boating at night on the Potomac is perfectly ok. I would second lots of Glowsticks.
So for the parking. Any vehicle you plan to have in a parking lot at night should be registered in the permit system see link. Print the emailed permit and leave it on each vehicle dashboard at your entry and exit points.
As far as locations you can use any C&O access point that suits you even Great Falls. While we have the automatic gates now at GF they open automatically by electric sensor when the entrance station is closed. We never truly lock the gates at GF unless it snows or floods.
This won't require a special use permit. We try to avoid having to permit activities in general as long as they aren't large or disruptive to the visitor or the resource. I have full faith that any member of the PPVC shares those values and will do things in an appropriate manner that won't require a permit. I do appreciate you asking first so it is on our radar.
