Today, [March 29, 2020] President Donald J. Trump declared that a major disaster exists in the District of Columbia and ordered Federal assistance to supplement the District’s recovery efforts in the area affected by the Coronavirus Disease 2019 (COVID-19) pandemic beginning on January 20, 2020, and continuing.

Federal funding is available to the District of Columbia and certain private nonprofit organizations for emergency protective measures, including direct Federal assistance taken in response to COVID-19.

Pete Gaynor, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named MaryAnn Tierney as the Federal Coordinating Officer for Federal recovery operations in the affected area.

Additional designations may be made at a later date if requested by the District and warranted by the results of further assessments.

Oceanhorn 2, Unreal And Beyond

The reveal of Oceanhorn 2's development got an amazing reception from all of you back in August. Thank you so much!

It has been five months now and we have been very busy working on the game, to fulfill our dream project one asset and feature at a time. Unfortunately, we haven't had time to give you guys any updates. Let's remedy that right here, right now!


Oceanhorn 2 looks stunning on mobile

Weighing our options


Over the years, we have learned that making a video game is a huge undertaking. For Oceanhorn 1 we did everything from ground up, from using a proprietary game engine, designing and developing our own full featured level editor to a highly laborious porting and upgrading work that had to be done for other platforms.

When we were dreaming up what Oceanhorn 2 should be like, we knew that we would have to do everything from ground up yet again if we would continue using our own tools. To meet the high expectations of the video game audience on mobile, high-end PCs and consoles, we decided to start developing Oceanhorn 2 on Unreal Engine 4.

Powered by Unreal Engine 4


Unreal Engine is a game engine that has proven itself in hundreds of big titles over the past 20 years. Its graphical capabilities and level editing tools are the best the industry has to offer. We have the artistic freedom, and to ensure we can achieve what we set out to do, Epic allows us developers to access the engine source code. With Unreal Engine 4, we basically have hundreds of man years of video game development backing us up, and delivering our uncompromised dream is still going to be in our own hands in the end!

This project has introduced a lot of new and exciting things for us, from new ways of thinking to new tools and workflows. As an artist, I had to learn everything about physically based rendering. It provides an intuitive way to express the realistic properties of the materials for the renderer. It is a relatively new way to get realistic looking materials for a modern game engine that handles realistic lighting.

Our game has an artistically stylized look, but even our style benefits from the physically based rendering. Pixar animations have used it for years, but these days we can render it in realtime, even on mobile.


Good things come to those who wait


When setting up the renderer and materials, we wanted to make sure everything will work on both PC and mobile. Minor differences can be seen in some of the screen space effects, as all of them are not yet feasible on mobile hardware. We started optimizing the project for the mobile right from the beginning, and when we started to test out our game on actual mobile hardware, our efforts paid off.


The development and discovery


In our previous announcement blog post we shed light on some of the new gameplay aspects featured in Oceanhorn 2. These were just a few examples of the features that will make Oceanhorn 2 truly special. We will be sharing more exciting news with you in the upcoming months.


A knight's weapon Caster in action


There is a certain unrevealed element in the game that makes Oceanhorn 2 different when compared to other games in the same genre. We have been experimenting with this element right from the beginning, and we are starting to see the impact it has on Oceanhorn 2.

When developing new and exciting elements to the game, our main goal is always to improve the player's experience and reinforce his or her emotional investment to the the world and story. We also aim to enrich the aspects that people loved in the original game, such as exploration.

In many ways, experimenting with features is one of the perks of being an indie company. If we come up with the best thing ever for an action RPG at any given time, we can go ahead and add it to the game.


Mobile graphics of 2017!

In our day to day development, we have reached a point where we can produce game content fast. More cutscenes and levels are being added to the game every week and the quests are starting to shape up. Still, we have a long road ahead of us to finish this game and I hope Oceanhorn fans can wait patiently.

We have received lots of questions about the platforms which Oceanhorn 2 will be released on. We can't confirm all of the platforms yet. What we can say is that Oceanhorn: Monster of Uncharted Seas sold over 1 million copies on all platforms combined, but let's remember it started out as an amazing iOS adventure game.

Oceanhorn 2 will definitely come out on iOS.

Monthly Progress Report For My Twitch Channel, FuzzyJCats, Nov 25 Through Dec 24

During this month of streaming, I continued to work on improving the usual chatting and gaming at the same time, and not using filler words, though I noticed I constantly slip into using a lot of filler words as they help to fill dead air.

I was also trying to find out how we can tell if we're entertaining. Certainly watching your VoDs help you notice if you're articulate or not, if you move around too much such that you're off the facecam, but I still can't tell if my streams are entertaining.

However, I started having an inkling as to what's entertaining to viewers this month. Since the entertainment is in real-time, and people are chatting, like with everything, people find you very interesting if you ask about them and talk about their issues. This is try-hard but cbenni.com can let you review your logs so you can remember what your viewers say, so when they show up the next time, you can ask them about that specific thing. 

For instance, if they mention that they're starting a new job, you can ask them how work is coming along, if they like their new boss, coworkers, and so on and so forth.

So another try-hard method is after each stream, I have been more or less writing these topics to talk about when the viewer shows up next.

Again, this is very try-hard, but it can help not only make your chat more entertaining for specific viewers, but with these topics on hand, it will help reduce dead air.


Aside from the usual goal of chat and gaming ratio, working on dead air, and removing filler words while streaming, improvements to be made is to be more aware of my viewers so I can ask them about issues next stream.

Dear Neighbors,

 

With my usual Greetings and Salutations, I share my thoughts regarding the current world coronavirus pandemic – COVID-19 and declared District of Columbia public health emergency with you. 

 

I am not a world leader, a Governor, a Mayor or a Council Member.  However, I do love Washington, DC.  I am a Washington, DC native son by miracle of travel of the birth canal, rather than by travel of Interstate 95.  Yet, now in our collective history, as Dr. Martin Luther King, Jr. once said, “We are tied together in the single garment of destiny, caught in an inescapable network of mutuality. And whatever affects one directly affects all indirectly.” 

 

I am, like you a caring District resident and a concerned community member.  Like you, I care about all Washingtonians and people of America.  Our instincts as a decent community is to rush to help those in need.  At moments of community crises, many of us become the player on the sidelines, saying “Put me coach…I’m ready to play.”

 

While there may be a shortage in the Strategic National Stockpile, let there not ever be a shortage in our collective love and compassion for others. While at this moment we are directed to practice temporary social distancing – we must not forget the power of a loving heart – even as we are appealed not to give each other a firm handshake or a warm embrace.

 

Like other world leaders, state governors, city mayors, local government leaders and qualified health professionals, I hope you join in believing this public health pandemic will pass and the resilience of all of us as a nation and District residents shall be made manifest.  As Mayor Muriel Bowser so often says, although we are eight (8) different Wards, yet, together We Are Washington, DC.  And as the song writer wrote - from this moment, from this day – this test destiny beckoned – we belong, we become and as a City continue to be a majestic Washington, DC.

I then paddle do interval training on the way back to Rileys paddling forwards and backwards.

DC Board of Elections Announces New Early Voting Measures Amid COVID-19 Response

 

WASHINGTON, D.C. – Today, officials from the DC Board of Elections (DCBOE) announced new measures to increase voter access and safety during the 2020 June Primary Election and Ward 2 Special Election, amid the recent COVID-19 outbreak nationwide.

 

“As an independent agency, the DC Board of Elections is charged with ensuring that every voter is safe, and that every vote is counted. To that end, the DCBOE has been considering implementing expanded mail-in ballot capabilities,” said Michael Bennett, chair of the DC Board of Elections. “The recent nationwide COVID-19 pandemic has prompted us to continue with plans to encourage voters to request mail-in ballots to protect the public and election workers. The DCBOE is fully equipped to absorb the challenges COVID-19 poses to the voting process and has streamlined the process for citizens to cast their ballots by mail.”

 

Voters can request mail-in ballots online at https://www.vote4dc.com/ApplyInstructions/Absentee, via our mobile app (vote4dc), by calling the DCBOE at (202) 727-2525 or (202) 741-5283, faxing (202) 347-2648, mailing or dropping off in person a ballot request form (https://dcboe.org/Data- Resources-Forms/Forms-and-Resources/AbsenteeBallotRequestForm.aspx) to the DC Board of Elections, 1015 Half Street SE, Suite 750, Washington, DC 20003.

 

“District voters can already mail in their ballots thanks to our low-barrier, 'no excuse' absentee ballot process. We're taking a huge step forward to get a ballot into the mailbox of every District voter who asks for one while still maintaining some in-person vote centers. These are smart steps to protect the fundamental right to vote while adapting to unprecedented health and safety concerns,” said Councilmember Charles Allen, Chair of the Committee on the Judiciary and Public Safety.

“We are also working to expand early voting locations from 15 to 20, and citizens will be able to utilize these locations regardless of their home address,” said LaDawne White, spokesperson for the DC Board of Elections. “However, we strongly advise citizens to request a mail-in ballot. “Mail-in ballots are safe, secure and simple. All of these measures are safe ways for citizens to vote, especially those belonging to vulnerable populations most affected by contracting the COVID-19 virus because voting by mail maintains physical distancing practices and allows people more time to vote,” added Bennett.

cheat_training_group Gw attainment

Hey all, 

I hope everyone is doing well. I was able to finally paddle and it felt sooo good. I want to encourage you all to keep on paddling, responsibly, because it really is a nice way to enjoy nature and forget about stuff for a bit. I have really missed it. 

Anyways, I made a little video of me attaining the GW because I know a lot of people haven't done it before, but it's really a great workout! It also focuses on different skills that you can't get attaining the gorge. The video is sped up a bit so its not as long, I hope its not annoying!

The workout I like to do is start at Rileys lock, Warm up by paddling across, I do as many back strokes as I can on the way over. I then paddle down the breaks on river right, cut right in the first channel, we call it the middle channel, then I head up the GW, do a few loops attaining each rapid a few times. When I paddle downstream I try to go at sprint pace. After I make it out of the GW I then turn around RACE down the GW till I get to the George Washing Machine, the rapid right above the rope swing, then I head back up the middle channel and attain the last rapid of the breaks on attainers left, or river right. I then paddle do interval training on the way back to Rileys paddling forwards and backwards.

Good morning everyone,

Thank you Mayor Bowser .... I am sure this decision was not an easy one. 

However, we are the Nation's Capital and we should continue to show that we are capable leaders here... leading vs. following. We still do not know how many people have been tested so far ... the numbers only just tell us how many per day we are increasingly being able to administer. 

Knowing the actual number tested since testing began this month, our public may be more responsible when it comes to taking this epidemic seriously. 

Germany has limited the number to TWO people being allowed to meet and they have the lowest amount of deaths per positive cases in the world. I mentioned in my last email that there is a 6 degree of separation of knowing everyone in the world... and that 10 people being able to congregate is still a large group and is still dangerous. Actually, groups of 10 still being allowed to congregate is still a lot and counter-intuitive to not spreading the flu much less the coronavirus. 

Since we still haven't tested many people ..probably less than 2000 people of a population of 700,000 plus residents and workers from out of many states.. which is less than .5% of people...we are still at a major risk because lots of people are probably unknowingly still running around our city as a carrier. 

Please take the example of Germany and reduce our gatherings of 10 to much less... One person dying is one too many.


Also, please consider switching the summer break for DCPS and other schools to now and transfer the balance of the spring semester of 2020 to June through middle of August... giving the last 2 weeks of August as "Spring" break and then starting the 2020 Fall school year in the first week of September. This will allow most of the virus to run its course and still allow our kids to have the classroom education which is necessary. 

All except the senior class ... you should focus on their online education so that they could continue with their college acceptance trajectory on time.

Dear DC Small Business Owner or Nonprofit Leader,

Since launching our Small Business Recovery Microgrant Program on March 24, we've heard from business owners like you that our eligibility criteria measuring lost revenue does not accurately capture the current economic challenges of our businesses.

 

The application has been updated to capture estimated future earnings and calculate economic injury starting from March 11, the date Mayor Muriel Bowser declared a public health emergency, as opposed to aligning with the Small Business Administration's (SBA) disaster period beginning January 31.

The application portal has reopened, and we invite you or the businesses your represent to start a new application if this factor prevented you from applying earlier, or if you felt the application did not allow you to accurately reflect your lost revenue. If you started an application, we encourage you to start a new one.

We recommend you complete the application using Google Chrome or Firefox, if possible. If you have questions about your materials before submitting, email dmped.grants@dc.gov. If you have technical difficulties with the application, email MS_DMPEDGRANTS_Grantmaking@blackbaud.com.

Mayor Bowser Launches Application for New $25 Million Microgrant Program

Applications Now Open for DC Small Business Recovery Microgrant Program

 

(WASHINGTON, DC) – Today, Mayor Muriel Bowser launched the application for the new $25 million microgrant program to provide relief to local small businesses affected by the coronavirus (COVID-19). As part of the District's recovery efforts, relief will be provided to workers and small businesses through waivers for unemployment claims, federal assistance, local funding, and local programs.

 

"As we continue to support each other in the midst of this public health emergency, we are also thinking about how we can help the many workers and small businesses who are making tremendous sacrifices for the greater good of our community," said Mayor Bowser. "We are all in this together, and we will get through it together. And when we get to the other side of this, our city will recover together."

 

Small Business Relief

The Mayor and the Council of the District of Columbia are investing $25 million in the DC Small Business Recovery Microgrant Program, which will be housed in the Office of the Deputy Mayor for Planning and Economic Development. The microgrants will be available to businesses, non-profits, and independent contractors or self-employed individuals. Grants will provide financial support for expenses such as employee wages and benefits, rent, and other operating costs. The program will provide support up to $25,000.  

 

"As we continue to navigate this unprecedented situation together, Mayor Bowser has directed our agencies to work swiftly to implement programs that provide relief to our local businesses, nonprofits, independent contractors, and self-employed individuals," said John Falcicchio, Acting Deputy Mayor for Planning and Economic Development. "This program will provide the short-term financial assistance that our local businesses will need to get through these unforeseen circumstances. Recovery will be a community-wide effort, and the Bowser Administration will be here to help."

 

This program was created through emergency legislation the DC Council passed last week in response to the impact of COVID-19 in the District.

                                                                                                          

"The public health emergency is causing real devastation to many small businesses and their workers," said Kenyan McDuffie, Ward 5 Councilmember, Chairman, Committee on Business and Economic Development. "In the face of this unprecedented crisis, and while recognizing there is still a long road ahead, the DC Small Business Recovery Microgrant Program will begin to help some of our small businesses weather this storm."

Last week, Mayor Bowser also announced the U.S. Small Business Administration (SBA) accepted the District of Columbia's declaration for assistance in the form of economic injury disaster loans following the advent of the novel coronavirus (COVID-19), and DC businesses can apply. While the SBA directly administers this loan program, the Department of Small and Local Business Development (DSLBD), led by Director Kristi Whitfield, is the liaison with the SBA on behalf of the District of Columbia. Unemployment Benefit Waivers

The Department of Employment Services (DOES) is taking action to allow more workers to file for Unemployment Insurance (UI) benefits during the public health emergency. DOES is in the process of updating statutory eligibility requirements for workers impacted by COVID-19. Updates will include waivers for:

  • the seven-day waiting period to receive benefits;
  • the work search requirement for those affected by COVID-19 (included in Council emergency legislation); and
  • additional flexibility with the requirement to be able and available to work.

 

These waivers will expand coverage and ensure a faster turnaround period for District workers who have become unemployed or partially unemployed, as a result of COVID-19. When implemented, the waivers will remain in effect until the end of the public health emergency.

"Providing effective relief for employees and employers remains our number one priority. That is why we are leveraging every flexibility and every waiver possible to quickly get the much needed funds in the hands of those most impacted," said Dr. Unique Morris-Hughes, Director of DOES. 

Additionally, in a letter addressed to Congress, Mayor Bowser is calling on the federal government to: (1) provide additional emergency supplemental funding for UI benefits; (2) remove barriers to Disaster Unemployment Assistance; and (3) relax and allow flexibility regarding the merit based personnel requirements.

 

Based on the increase in call volume and wait times, DOES encourages residents and workers to visit does.dc.gov to review important information with regard to UI benefits and workplace rights. Similarly, claimants are encouraged to apply for unemployment insurance benefits online at dcnetworks.org, using a desktop or laptop.
