Hello Caroline,
 
Just to add to your point of "affordable" housing. That housing is not AFFORDABLE at a 20% discount off of its Rent.  AFFORDABLE HOUSING was set up when the income levels were numerically closer -- much closer.  The city has failed to adjust the %% to reflect the actual people that this was supposed to serve.
 
It is all a facade.
 
Also, I really hope that the 200 footers utilize the LAWS in the Comp Plan (inclusive of the adopted SAP).  The grave injustice was and is the fact that OP couldn't even get the justification of their support to be plausible -- they had to present 4 times and even that didn't justify their support.  I lost a lot of respect for those folks -- so many stood by and said nothing. 
 
Reading and comprehending is an awesome experience.
 
Life has a certain Irony -- I have made mistakes and am paying for them and so have many others -- these folks will be paying for theirs as well.  It is left up to the force.

Hazel is right.  We owe Eddie Johnson a debt of gratitude for attempting to forge an architectural compromise that could have been embraced by all.  But, the attempt was doomed to failure from the beginning because building more height and density had almost nothing to do with 901 Monroe Street's interest in C-2-B zoning instead of C-2-A zoning.  It was about building less affordable housing.  C-2-B zoning requires less affordable housing than C-2-A (See Inclusionary Zoning requirements at Title 11, Chapter 26 of the DC Municipal Regulations.)

I have petitioned the DC Office of Planning to fix this regulatory problem.  It subverts the city's dire affordable housing needs and creates an incentive for city developers to pursue upzoning that they don't really need.
