Thank you again to Ms. Lewis, Ms. Haro, Mr. Mullone, Ms. Odunsi and others for taking a stand on the "trash" being dumped into our community.  As I have spoken to my constituents before, Industrial Land near our homes is not only hazardous, unsightly, unsanitary and unwanted.  While I would love to report positive news (as I love my community and residents) similar to other neighborhoods (new coffee shops, restaurants, swift MPD and Council action, etc), I am left to continuously rally and inform residents on the saturation of auto repair shops releasing emissions in neighbor's backyards where children play, barbed wire marijuana cultivation centers next to a home and dangerous nightclubs inviting over 5,000+ patrons onto our streets every weekend. 
 
SMD 5C02 will no longer house all of the city's unwanted uses in our Industrial Land or be used as the Marijuana Hub for growers and "closed door" drug addicts.  And for the other Wards who want to smoke it or IMBY's, YOU GROW IT!  But it will NOT happen in 5C02 anymore.  Nor will we house every nightclub that you removed from your community to develop your Ward.  The game is over!  We are a community and have been vocal in saying that we DO NOT WANT IT. 
 
Residents, please don't sit back, look and let others decide what your community will store, speak up now and enjoy this new revitalization in the city within your community.  YOU ARE THE AGENTS FOR CHANGE.

Greetings, Councilmember McDuffie.
 
While I appreciate your efforts to enter legislation regarding the nightclubs in SMD 5C02 and adding additional trash cans throughout our community (which isn't actually a request but a necessity), but could you please provide a more detailed explanation on some of the concerns from the other Councilmembers? As you are aware, CM Orange entered legislation to block additional strip clubs in Ward 5 (passed), CM Alexander entered legislation to block marijuana cultivation centers from entering her Ward (passed), CM Wells publicly spoke out against about the nuisance nightclubs in Ward 6 (Pulse will be the new Ibiza, just relocating to Ward 5) and your office recently amended legislation to block cultivation centers on Bladensburg Rd (Designated Great Streets Section only). I am perplexed as to why our end (5C02) of Bladensburg Rd, including a large portion of Industrial Land is being neglected. In addition, could you provide information on the additional homeless shelters that will be placed on Adams PL and 24th PL as well? It appears that the concerns of the residents are being ignored while unwanted business are continuously dumped into our community. As Councilmember, you have first hand knowledge of the community's opposition with the three waste transfer facilities by our former CM; yet, clubs, marijuana and an influx of homeless people wandering our neighborhood are now on the agenda. When will it end? As you know, once these business are established in the community they are "grand-fathered" and legislation will no longer be an option. We have requested assistance from your office on major quality of life issues; yet, clubs and marijuana, etc seem to fail on the legislative side. Is there something else we're missing?
 
We will look into the ABRA route, but I think the BEST avenue at this time is through the legislative process. The community would appreciate it if all legislative avenues are exhausted before we attempt the ABRA moratorium process.

At Tuesday's legislative meeting of the Council, I introduced emergency legislation to prohibit nightclub liquor licenses from being issued in or transferred into or within Advisory Neighborhood Commission Single Member District 5C02. Unfortunately, an insufficient number of my colleagues supported the bill, citing concerns about setting a precedent of using the legislative process when an administrative remedy is more appropriate. In this case, the administrative remedy is the moratorium zone designation available through the Alcoholic Beverage Regulation Administration.
 
Other neighborhoods have used ABRA's moratorium process to great effect, and should you decide to pursue that route, I stand ready to work with you. As always, I remain committed to working with ANC Commissioner Karla Butler to develop additional remedies, including increasing police presence around the nightclubs, enhancing parking for residents, and providing more trashcans to curb the litter.
 
I am acutely aware of the challenges presented by the nightclubs, and I look forward to our continued partnership to enhance the quality of life in your SMD.
