[WardFive] Art All Night / North Capital Main Street

Councilman McDuffie,

Yet again we are fast approaching Art All Night. For the second year in a row the individuals at North Capitol Main Street have failed to notify the impacted communities. Last year during this exhibit the residents of the unit block of Bates Street were caught by surprise of this event. Not only were individuals parking all over the street from out of town and the 2 hour parking restrictions not being enforced but it created major problems.

Residents were either forced to leave their homes because they were unable to park or they were blocked from entering this small one way street. In addition the loud music and partying went on to 3 or 4 in the morning. As you know there are many older residents and families with young children in the unit block of Bates and loud noise until that hour of the morning creates major problems for residents.

In addition to the general discomfort that the event caused and the major outrage because there was no notification there were also several examples of property damage, trespassing and general disrespect. Visitors left cups and bottles from the various events in which they were consuming alcohol on our street and we the residents were forced to clean it up. In addition there were small incidents of violence with intoxicated individuals as well as individuals sitting, laying and leaning all over our fronts porches and vehicles. Likewise there were individuals using the alley behind our homes along with the sides and in some instances the front of our homes as a public restroom. In addition the remains of those who publicly used the restroom in and around our homes there were also several families in at the beginning of the block who were forced to come outside to see vomit and other items as they opened their door.

Based on the information provided via the website for North Capitol Main Street they will again be at the lot on Florida Avenue & Q Street, NW. In addition they will have items at 43 P Street, NW. This again puts us in between two of the major activities and leaves our street which is already facing major issues because of the incorrect information provided by Mundo Verde PCS as the middle ground for anyone wishing to spill over into the community. The few residents of the block who are aware of the event are only aware because a neighbor who happened t attend the meeting informed us. Funny enough it was stated that they would come around and inform the community and with less than 7 days to go there again has been no information. For this reason we would ask that you and your staff (a) reach out to North Capitol Main Street to deal with this ongoing issue of disrespect as well as (b) insure that this program is prohibited in our area next year considering that the community impacted is again left out.

While I understand the great work being done on North Capitol Street it is my fear that such continued disrespect by an organization which is supposed to protect and promote our community will lead to continued hostility by many of the residents against this and other organizations in our area.
