Wage Prevention Bill Unanimously Approved By Council
Councilmember Orange Continues To Produce for District Workers
(Washington, DC) - The "Wage Theft Prevention Act of 2014", authored by Councilmember Vincent Orange, (At-Large, D), and introduced on February 4, 2014 along with Councilmembers Jim Graham and Mary Cheh, was unanimously passed today by the District of Columbia Council. The bill establishes penalties to employers who fail to pay earned wages, and establishes protection for workers, including prohibiting retribution to employees who file a complaint.
"The bill's passage continues my work of fighting for workers' rights, which includes securing the minimum wage of $11.50 per hour, the living wage of $13.60 per hour and expanding paid sick leave coverage," Orange said. "Today is a major step in ensuring that District workers receive proper compensation for their work."
After being introduced, the bill was referred to the Committee of Business, Consumer, and Regulatory Affairs, which Councilmember Orange chairs. "This is important legislation for the workers of the District," Orange said. "Too many workers, especially low-wage workers, are often deprived of the wages they have earned."
The bill, co-sponsored by Chairman Mendelson and Councilmembers Bowser, Evans, Bonds, McDuffie, Alexander, also establishes a legal framework and standards for wages disputes and requires the Department of Employment Services to review all complaints and adjudicate those complaints through a hearing process. To properly implement the bill, $590,000 has been allocated in the fiscal year 2015 budget.
"The 'Wage Theft Prevention Act' represents the District government standing behind its workers to ensure they are justly paid, and ensuring that they are offered protection from unprincipled employers," Orange said.
