Friends, operating under radar in order not to stain its good corporate citizen image, CareFirst Blue Cross Blue Shield has mounted an unprecedented defiance of a lawful Order by the District's Insurance Commissioner, Chester McPherson. 
 
On December 30, 2014, the Commissioner ordered CareFirst to distribute in the District $56.2 million in excessive surplus reserves of a total $268.0 million found to be excessive.
 
Not only has CareFirst refused to submit a distribution plan on March 16 a ordered, but the company has sought to enlist the Insurance Commissioners of Virginia and Maryland in its attempt to nullify the order.
 
Over the next several months, we will learn if Commissioner McPherson will design and implement a distribution plan as District statute permits.  CareFirst may exert it political influence to modify or rescind the Order.
 
Please distribute to your associates the attached commentary that describes CareFirst's disregard for District law and its congressional charter.  Let me have your perspectives and critiques.
