To also protect DC government and the residents, yes, undocumented immigrants should also have insurance, and the DC government ID should also be a different color or have some difference from established drivers ID. Why, since immigrants who come to the US legally go through the required processes and finally receive their green cards prior to naturalization, the green cards is used to confirm their status in America. They receive the same Drivers IDs as every citizen. Since undocumented don't have the same status, they should have a different color card.
