DC Health Benefit Exchange (HBX) and Health Care Reform
Communications Summit

Dear Community Stakeholders,
The DC Health Benefit Exchange Authority (HBX) will host the “HBX and Health Care Reform Communications Summit,” on Tuesday, February 12, 2013, from 1:00 am to 4:30 pm. The Summit will be held at the Mt. Vernon Place Conference Center (Mt. Vernon Place United Methodist Church) located at 900 Massachusetts Avenue, NW, Washington, DC, 20002 near the Mt. Vernon Square - 7th Street Convention Center Metro station.
The Communications Summit is designed to begin marshaling the resources of DC government agencies, industry partners and community stakeholders in developing strategies to reach DC residents with consistent and effective messages about their new rights and responsibilities in enrolling in high-quality, affordable health plans through the District’s Health Benefit Exchange and Medicaid. Enrollment in the DC Exchange begins October 1, 2013 with coverage starting January 1, 2014.
At the Summit, the newly appointed HBX Executive Director, Mila Kofman, will provide an overview of the Affordable Care Act and give an update on the District’s progress towards developing and implementing the Exchange. Other nationally recognized experts, along with local leaders, will also participate in the Summit.
The specific Summit objectives are:
- To discuss and identify strategies to reach DC residents with information about their rights and responsibilities in obtaining health coverage through the Health Benefit Exchange and about changes to Medicaid and other public programs
- To identify how stakeholders can help us reach our diverse communities
- To identify ways government agencies can work together with community stakeholders to achieve the critical goals of the Exchange - enrollment of all eligible residents in high-quality, affordable coverage.
Why Attend?
Input from stakeholders is an important component towards the success of implementing the District’s Health Benefit Exchange. It is vitally important that your organization is represented at the Summit to learn firsthand about the progress being made toward the development and implementation of the Exchange and about Medicaid changes under the Affordable Care Act (ACA). In addition to learning about the Exchange, you will have the opportunity to fully understand how the new health insurance law will impact and ultimately benefit you and the people you serve as we approach the October 1, 2013 enrollment date.
As leaders in the community, you can help us with identifying effective strategies to best communicate messages to your constituents about health reform, enrollment in Quality Health Plans and the expanded Medicaid services.
Summit Format
Formatted in two sessions, the Summit will not only address messaging and strategies from a consumer perspective, it will also allow for small group discussions on the role of key stakeholders, like yourself, in educating District residents about health reform and the Exchange. Presentations will include an overview of the Affordable Care Act (ACA), changes to Medicaid, and access to the Exchange.
While the morning session is designed for District Government agency staff involved in health care, the afternoon session is expressly designed for our community stakeholders and partners who will work with us to explore how best to communicate health reform and enrollment messages to the District’s diverse audiences.
