I have read Ms. Woodland's response to Mr. Bennett's post.  I understand where Ms. Woodland is coming from.Her son-in-law, Officer Prather, was a member of MPD who died tragically.  I believe the saying goes, once a member of MPD, you are part of the family.  I can only imagine the anguish, grief this fine officer's family went through and is still experiencing with his passing. 
 
However, from review of the posts and the circumstances behind Ms. Woodland displaying this pass in honor of her son-in-law, I feel that Mr. Bennett could have been the bigger person in this matter, shown empathy for Ms. Woodland and handled it in a better manner. The same for Mike DeBois.   It seems strange that now that Ms. Woodland is running for ANC that this matters, when I believe she may have been using this parking pass since after Ofc. Prather's death.
 
One proper way to have handled this?  Was to first contact Chief Lanier, Asst. Chief Groomes and/or Cdmr. Solberg to find out if this inappropriate for Ms. Woodland to use this permit in such a manner, and if so, requesting that one or all of them to talk to Ms. Woodland about it.  Further, understanding the matter, would have been to suggest that some kind of placard could have been created/issued that Ms. Woodland could display on her dashboard/vehicle in honor of the memory of Ofc. Prather that would be suitable and not cause any confusion.  There is also the suggestion of the FOP Supporter window stickers that could be used with the addition of Ofc. Prather's name in honor.
 
Due to the circumstances, this should not have been used to become an election issue.  Ms. Steptoe and Ms. Woodland could stand on their own current and past records as ANCs for the voters to decide who they prefer to be their Commissioner next term.

From the Ward 5 listserv, an ANC commissioner issued allegations of police impersonation by one of his colleagues:
Good morning Ms. Woodland,
 
I am writing to ask why anyone should vote for you when you illegally and intentionally misrepresent yourself as a member of the Metropolitan Police Department (MPD).
 
Yesterday afternoon while in the 1000 block of Girard St. NE, at approximately 12:00pm, I took pictures of your car (please see below). Conspicuously posted in your dashboard was a placard with the MPD emblem next to the letters POLICE.
 
Clearly you have placed such a placard in your window to receive benefits due to only sworn members of the MPD. What would you say or do if there was an life-threatening emergency, and someone came to you for help, believing that you are a police officer?
 
Why should anyone vote for someone who would fraudulently represent themselves as a member of the Metropolitan Police Department?

So- what do you think? Is this considered police impersonation? Last year, MPD arrested former ABC board chair Charles Brodsky for doing the same thing (story here- charges later dropped because he's a cop in VA), but it remains to be seen if MPD will apply the law similarly to a sitting ANC commissioner that has politically-connected low-numbered license plates.
