My understanding is that the Charter keeps the money until the beginning of the next school year, and that there is no current regulatory oversight as to ensuring that monies are returned if a student drops out altogether. Not sure about tracking pupils from school to school, and I believe there is significant lag time between the enrollment in a new school and assignment of Federal funds for his instruction.
Urging everyone to actively observe and critically analyze the upcoming year-long funding study to be initiated by DCPS to determine what constitutes "adequate funding" for pupils. This study is to be undertaken by financeproject.org
