[WardFive] DC State Board of Education Invites Input on Revised LEA Report Cards / Scheduled Vote on Compulsory Attendance Rulemaking

From: Mary Lord
What information should DC's state-level school report cards - required by federal law - contain to be useful to families when choosing schools?

The state board of education wants to hear from you! (See notice, below)

Join us June 19 at our monthly public meeting or send written comments State Board executive director Jesse Rauch at jesse.rauch@dc.gov

Why is your input important?

The Office of the State Superintendent of Education is undertaking this revision to reflect changes in DC's school accountability plan. Like dozens of other states, the District of Columbia received a waiver from some provisions of the No Child Left Behind Act, including the requirement that 100% students be proficient in reading and math by next June. Many schools were deemed "failing" for missing annual benchmarks, with no credit to teachers and schools whose students made enormous gains below that bar. Now, the goal is for schools to show progress with ALL students, the high-achievers as well as those who struggle. A new, user-friendly report card must be created to reflect the different way schools are now held accountable.

Here are the various school report cards now in place.

  • OSSE's official state report card - basically tables of DC CAS scores for each school, broken out by subgroups of students (income, special ed, etc) and grade.
  • The public charter school board's new (2012) performance report system, which breaks schools into tiers. This site also includes the parent's guide in English and Spanish, as well as past performance reports.
  • DC Public Schools is developing a tiered system for schools
  • The My School Chooser (large .pdf) from GreatSchools.org that uses the DC CAS information to create snapshot descriptions of all DC schools.

DC STATE BOARD OF EDUCATION INVITES COMMENTS ON REVISING SCHOOL REPORT CARDS

AND SCHEDULES VOTE ON COMPULSORY ATTENDANCE RULEMAKING

Washington, DC – As the Office of the State Superintendent of Education prepares revisions to LEA report cards, the District of Columbia State Board of Education (DCSBOE) will hold a public meeting to hear input on what should be included in the revised LEA report cards. LEA report cards provide important information to parents, the public, educators, community members, researchers, and others about schools in the District. They also contain the accountability information to encourage transparency in the public education system. The State Board is responsible for approving the format and content of the LEA report cards.

The State Board is also scheduling a vote on rulemaking pertaining to compulsory attendance (DCMR Title 5, Chapter 21A, Compulsory Education and School Attendance).

The public meeting will occur on Wednesday, June 19, 2013 at 5:30 pm in the Old Council Chambers (1st Floor) of 441 4th Street NW. All students, parents, and educators, and community members are invited to provide testimony.

Individuals and representatives of organizations who wish to comment at the meeting are asked to notify DCSBOE staff in advance by phone at (202) 741-0888 or by email at sboe@dc.gov and furnish their names, addresses, telephone numbers, and organizational affiliation, if any, by the close of business the Monday prior to the meeting. They should also bring fifteen (15) copies of their written statements with them to the meeting and are encouraged to submit one (1) electronic copy in advance.

The meeting will air live on District Knowledge Network (DKN) Comcast Channel 99, RCN Channel 18, and Fios Channel 12.
