Cmr./Mr. Boston -- Thank you for posting this information.  As 5B04 commissioner, I also have a non-501(c)(3)registered "Friends of" group involving a newly constructed DPR park (Noyes.)  Presumably, based on a recent email I rec'd from their president, this "Friends of" group is also aligned with DPR
"As a direct result of DPR's plea for community involvement, shortly after the June 12th meeting, a group of neighbors all residing in close proximity to Noyes Park founded the "Friends of Noyes Park" (FoNP) to help DPR tackle all of these issues and take on some of the responsibilities."
In lieu your posting, I also contacted DPR to ask DPR pls. verify/clarify what role, entitlement and legitimacy this non-501(c)(3) registered "Friends of Noyes Park" group has as pertains to 5B04's Noyes park.

WHAT IS AN ANC?

The Advisory Neighborhood Commissions (ANCs) are locally elected bodies which shall advise the Council of the District of Columbia, the Mayor and each executive agency, the Government of the District of Columbia, all independent agencies, boards and commissions with respect to all proposed matters of District of Columbia governmental policy including but not limited to decisions regarding planning, streets, recreation, social service programs, education, health, safety, and sanitation which affect the Commission area.  In each of these areas, the intent of the ANC legislation is to ensure input from an advisory board that is made up of the residents of the neighborhoods that are directly affected by government action. The ANCs are the body of government with the closest official ties to the citizens in a neighborhood.  Commissioners serve without compensation.  See PL 93-198 and DCL 1-21, as amended.

I am not sure why DPR has not put a stop to this illegal stuff. Its been going on for months. Kathleen and John, your office has done nothing and yall have been aware of this for months. They do not have a contract and therefore cannot use the name. Someone has to be accountable for allowing these people to continue to deceive the public under your watch. They operated in the community for 6 years without a 501(c)3 and never should have been "Friends of the Rec" to begin. They have taken money from the ANC and cannot account for where it went. Now you continue to allow them to play these games with the people. 

Please tell us when will this stop?

I am not aware of this or any other ongoing meetings being held at the site. I ask that you allow DPR to investigate before moving forward.

Friends of Edgewood Recreation meeting this Wednesday!
Wednesday, Oct 2nd, 2013 at 7:00pm
Location: Edgewood Recreation Center, 3rd and Evarts, NE (if we are not in the center, please check the park behind the building)
The Friends of Edgewood Recreation is a community group focused on enhancing the Edgewood Field House and surrounding community. Our projects have included the Edgewood community garden; monthly trash pickups; drum classes; gardening classes; and sponsoring events at the Edgewood Field House. Ideas are always welcome!

The Friends of Edgewood Rec's monthly meeting takes place the first Wednesday of every month from 7:00-8:00 at the Edgewood Recreation Center (meeting either in the Field House or adjacent park) at the corner of 3rd and Evarts, NE.
