I’m sorry for the delay but I have just found the Shaw Consulting Study of the Feasibility and Reliability of Undergrounding Electric Distribution Lines in the District of Columbia which was presented to the Public Service Commission of the District of Columbia in July of 2010. Of course the cost have increase since then (I don’t have current numbers at this time) but I wanted to provide this as some may be interested in reading it. I will warn you a head of time that this report is more than 120 pages so you may want to take some time and actually read it but it is a pretty good document.
