To All: Here is what I understand....
In regard to Bill "B 19-17 ", put forth by Marion Barry. It mandates no employment or real property transaction provider may ask about criminal history on an application or through background investigations until a conditional offer of employment of housing is made. Any employer or entity engaging in real property transactions must provide written notice of a denial of employment or housing within 10 business days. This includes all denials and is not specific to denials based on criminal records. Failure to notify in writing would trigger a complaint. This would cause endless litigation issues for employees and housing providers. Fines are $10,000 +.
