Silver calls uponDC Activist Community, DC Environmental Communities, and Concerned Citizens for all walks of life, to join… "LET IVY CITY BREATHE" … COMMUNITY PROTEST, on Tuesday, Nov. 13th, 12:30pm at Carl Moultrie Courthouse, located at 500 Indiana Ave. NW. ANC Commissioner Keith Silver, stated "….there is an alarming, but more importantly a disturbing trend taking place, …being orchestrated from the hands of our own DC Government, …regarding the continual exploitation of distressed inner city communities our our great city". Silver continued, "… Rather than bring and providing resources that enhance the "quality of life" issues… for this Historic Ivy City community, … in the areas of housing, education, jobs, health care, and justice, "… this parcel and area is being specifically targeted", to bring in environmental toxins, … that further add to the intentional destruction and compromising, this great community with such a rich and tremendous history, connected to the growth of our city". Finally, "…I am not speaking out-of-school here, "I know first -hand of historic Alexander Crummel School, … in the year 2002, my very first successful bid to serve as ANC Commissioner was in Single Member District 5B-05, exactly 4 blocks from this location. Following the school's closing in the early 1970's it has been continuously been used as a "political football" by previous Administrations, … just as exactly, as what is taking place now!!, …and time and time again, … our DC Government is the culprit!! DC RESIDENTS… WHY IS THIS IMPORTANT???? HERE AGAIN…"WE HAVE THE DC HOME RULE CHARTER!!" … IT " MANDATES" OUR RESPECTIVE COMMUNITIES' ARE HEARD!!! ON EVERY ISSUE!!! This is "Mandatory" authority, not "Secondary" authority, …and supersedes … all the ploys of our DC Government, to say otherwise. The Ivy City case has city-wide implications as it will set precedent in areas of law relating to the requirement that Advisory Neighborhood Commissions (ANCs) receive special notice and their views be considered with "great weight." The suit also hinges on the city's failure to conduct an environmental impact study for the development of the bus lot, which the Mayor claims is not a "major action." Despite not receiving notice, the ANC voted 8 to 0 against the planned Bus Depot, once they discovered the plan. Other ANCs across the District have joined the opposition by passing resolutions against the Bus Depot.
