New DC Recycling Requirements Begin January 1^st

Expanded List of Recyclables Supports District’s Goal of Diverting 80% of its Waste

Earlier this year an expanded list of recyclable items was announced in the District. While residents serviced by the Department of Public Works (DPW) have been able to recycle the new items for several months, starting on January 1, 2018, all residential and commercial properties—including multi-family dwellings, office buildings, and restaurants—will be required to recycle this full suite of materials. And to make things simple, the items that should be recycled are now uniform throughout DC—whether you’re at home, work, or school.

The District strives to achieve a goal of diverting 80 percent of citywide waste from landfills and waste to energy facilities. The increased number of recyclable items and focus on resident education aims to assist in achieving this goal.

New items added to the list of recyclable items in the District include: pizza boxes; paper and plastic plates, cups, lids, and to-go containers; plastic produce, deli/bakery containers, and trays. Through the addition of these items, the District joins a select group of cities that accept foodservice packaging for recycling, thereby supporting the development of local and national solutions to recycling new materials.

As a reminder, plastic bags, wraps, and film are not accepted in the District’s recycling. These items clog facility equipment, imposing downtime and safety hazards to recycling facility employees. Many supermarkets and large retailers have plastic shopping bag return/recycling bins in their stores. Residents are asked to place recyclables into their blue bins loose, or in paper bags.

Background:

The Mayor’s List of Recyclables was developed following a survey of eight material processing facilities (MRFs) within a 45-mile radius of the District. Materials added to the list were accepted by a majority of MRFs in the region. The Mayor’s List is a requirement of the Sustainable Solid Waste Management Amendment of 2014. The purpose of which is to provide a single comprehensive list of recyclable and compostable materials for DC residents, schools, and businesses.

I called and spoke with OTR as well this morning. Sharing what I learned in case helpful to others.

OTR indicated that the 2018 amount won't show up in their online system until about February (when we all receive our actual bill in the mail), but the amount has been assessed so it's deductible from the IRS' perspective if prepaid this year. Supposedly that amount was also indicated on the estimates mailed out earlier this year. If you call OTR, they will walk you through this, but you just need to look at your 2018 Taxable Assessment and multiply it by the appropriate tax rate (shown here). I've shown an example property below. The 2018 assessment is shown as $281,830. It's an occupied residence, which makes it a class 1 property which is taxed at $0.85 per $100. So, the 2018 tax is $281,830 x 0.0085 = $2,395.56.

Late on December 27, 2017, the IRS issued a news release in the form of an IRS Advisory, "Prepaid Property Taxes May be Deductible in 2017 If Assessed and Paid in 2017." In short, the IRS Advisory states, "State or local law determines whether and when a property tax is assessed, which is generally when the taxpayer becomes liable for the property tax imposed."

the District of Columbia, real property taxes for Fiscal Year 2018 (October 1, 2017 through September 30, 2018) are assessed, by law, as part of the approved budget approval process for the new fiscal year which begins October 1. At that time, the tax rate is set and the liability is established for all properties for the fiscal year. Taxpayers also received Notice of Proposed Assessments for Fiscal Year 2018 as of March 1, 2017. Taxpayers must make payments on or before March 31, 2018 and on or before September 15, 2018. The billings for the first half of the fiscal year will be sent no later than February 28, 2018 and for the second half of the fiscal year on or before August 15, 2018. The attached IRS Advisory provides two examples for when a taxpayer can and cannot deduct prepayment of these taxes in 2017. Based on a legal review by the Office of Tax and Revenue, the District falls under Example 1 which indicates taxpayers prepaying their 2018 tax bills in 2017 can deduct the tax payments on their 2017 tax return. Pursuant to the IRS Advisory, since the District both assessed properties and set real property tax liabilities in 2017, there is a basis, if a taxpayer chooses to prepay real property taxes by December 31, 2017, for the taxpayer to claim a deduction on his or her 2017 return.

Office of Tax and Revenue continues to recommend that taxpayers consult with their own tax advisors before making any prepayments. They may also need to coordinate payments with their mortgage company.

HOW TO PREPAY REAL PROPERTY TAXES

a taxpayer chooses to prepay property taxes given their federal tax situation, they may choose to base their property tax prepayment on the amount paid in the previous half-year. The prepayment can be for the entire fiscal year (October 1, 2017-September 30, 2018). Once the prepayment for 2018 is made in 2017, adjustments based on the corrected amount will be included in subsequent billings. These adjustments may be due to factors such as the homestead deduction, senior deduction, or other changes that impact billings.

Taxpayers can prepay online by going to the OTR website at www.taxpayerservicecenter.com and clicking on the prepay 2018 tax banner. They can then put in their property information and, after it is selected, click the "Pay Here" button at the bottom of the page and then pay by e-check. They will need their checking or savings account number and routing number. This option is available until midnight on December 31.

The other option is to go to any District Wells Fargo branch where they can pay via check or credit card. They will need to bring their latest property tax bill so their account is credited appropriately. This option is available until close of business for the particular branch on Saturday, Dec 30.

As part of a program called 1968: Shaping the District, NSO musicians Joel Fuller and Mahoko Eguchi, violin; Daniel Foster, viola; and Rachel Young, cello, perform a selection of pieces evocative of D.C. in that historic year. NSO violist William Foster speaks about his experiences living in Washington, D.C., and performing with NSO beginning in 1968. This event kicks off a year of city-wide programming and exhibitions as part of the 50th anniversary of the events that took place in 1968. The performance will take place in the Kogod Courtyard. A musical instrument "petting zoo" will take place before and after the performance in the McEvoy Auditorium. Free and open to the public.

An hour long concert of chamber music by a quartet of NSO musicians and friends — Jane Stewart and Susan Midkiff, violins; Denise Wilkinson, viola; and Kerry van Laanen, cello will be performed in the museum's Great Hall. Free and open to the public.

5:30 p.m.: COMMUNITY PERFORMANCE
National Portrait Gallery, 8th St. NW and F St. NW

An hour long concert of chamber music will be performed by a quintet of NSO musicians — Nurit Bar-Josef and Heather LeDoux Green, violins; Dan Foster, viola; Mark Evans, cello; Eugene Mondie, clarinet — in the museum's Great Hall. Free and open to the public.

7:00 p.m.: COMMUNITY PERFORMANCE

An hour long concert of chamber music by the NSO bassoon section — Sue Heineman, Steven Wilson, Edward Rumzis, and Lewis Lipnick — will be performed in the school's auditorium. Free and open to the public.

3:00 p.m.: COMMUNITY PERFORMANCE
International Spy Museum, 800 F St., NW

This family-friendly event features an NSO string quartet — Marissa Regni and Glenn Donnellan violins; Eric deWaardt, viola; and Eugena Chang, cello — performing espionage-themed music. Free for museum attendees. Audiences for this performance will receive $5 discounts to visit the Museum.

6:00 p.m.: COMMUNITY PERFORMANCE

Dear all, I went to the DC Board of Zoning Adjustments and discovered some issues in regards to Howard Divinity School.

The Vice Chair Carlton Hart represents the National Capital Planning Commission and is a member of the Urban Land Institute. Conflict of interest

The Chair of the BZA is Frederick Hill who is also happens to be a consultant.

The other members are likely the green light Howard U plans, especially as Ursula Higgins is backing the Florida developer.

I am not sure we can do this but is it possible to get a Ward 5 referendum issue at the upcoming elections barring any non-academic related development at Howard Divinity?

Remember we all voted overwhelmingly against any non-academic development at the Ward 5 meeting with Council Member Kenyan McDuffie. McDuffie decided to ignore the vote,

[WardFive] DPW Christmas and New Year’s Day Service Schedule

DPW Christmas and New Year's Day Service Schedule

· Trash, Recycling Will Not Be Collected

· Most Parking Enforcement Will Be Suspended

The DC Department of Public Works (DPW) will observe Christmas on Monday, December 25, and New Year's on Monday, January 1. As such, sanitation services will be suspended on both days, resuming Tuesday, December 26 following Christmas Day, and Tuesday, January 2 following New Year's Day. Most parking enforcement will also be suspended on the holidays.

· Trash and recycling collections in once-a-week collection neighborhoods will "slide" to the next day for the remainder of the week.

· In twice-a-week collection neighborhoods, Monday's and Thursday's collections will slide to Tuesday and Friday. Tuesday's and Friday's collections will slide to Wednesday and Saturday.

· The Fort Totten and Benning Road transfer stations will be closed on Christmas and New Year's, reopening the following day.

· Leaf collections will not be made on either holiday.

There will be no parking enforcement on Christmas Day (December 25). There will be Streetcar parking enforcement on New Year's Eve (December 31) between the hours of 8:00 am and 2:00 am, and on New Year's Day (January 1) between the hours of 9:00 am and 10:00 pm. Other than these special holiday hours, normal enforcement citywide will be in place.

DPW provides essential city services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive and accessible for all residents, businesses, commuters and visitors.

2017/2018 Leaf Collection Schedule Update

Dear District Residents,

2017/2018 Leaf Collection Schedule Update: Unfortunately, our collection crews are behind schedule in some areas of the city, which has been exacerbated by recent winter weather events. Leaf collection crews are the backbone of our city’s snow program. When snow is predicted, our trucks’ leaf collection equipment is replaced with snow plows and salt spreaders, and our crews receive snow and ice removal assignments. After a storm clears, leaf crews resume collections across the District—there may be delays, but neighborhoods are never skipped. We thank you for your patience and apologize for the inconvenience. Assuming the current weather forecast holds, we expect to be back on schedule by the end of this week.

[WardFive] DPW’s HHW/E-cycling/Shredding Drop-offs in January

DPW Offers Options to Dispose of HHW/E-cycling/Personal Documents for Shredding in January

The Department of Public Works (DPW) will accept District residents' household hazardous waste and e-cyclables on January 4 from 1:00 pm—5:00 pm, in addition to our regular Saturday service from 8:00 am—3:00 pm at the Ft. Totten Transfer Station.*

DPW will also provide document shredding services on Saturday, January 6 from 8:00 am—3:00 pm for up to five boxes (or equivalent container) of documents, such as bank statements, credit cards, and pay stubs for shredding from each resident. The boxes should be no larger than 16.5" x 12.5" x 8.5" or the approximate size of a box of copy paper. Document shredding is available the first Saturday of the month for paper documents of a sensitive nature. Please place newspapers, magazines and other items that are not confidential in your recycling bins.

District residents may bring HHW items such as pesticides, batteries and cleaning fluids to Ft. Totten, along with e-cycling items such as computers, televisions and other unwanted electronic equipment.
