[WardFive] DPW To Observe July 4th; HHW/E-Cycling Dropoff, July 3rd/5th

*        On July 4, parking regulations will be enforced in the Nationals Park neighborhood, around the Mall, 14th St. Bridge and other fireworks-viewing points. 

*        On July 4, sanitation services will be suspended.

 

The Department of Public Works (DPW) announced today how services will be affected Friday, July 4, 2014, when the District observes Independence Day. Trash and recycling collections and street and alley cleaning will be suspended.  Parking enforcement will be suspended, except in the Nationals Park neighborhood where all parking regulations will be enforced.  DPW also will enforce parking regulations around the Mall in support of the Independence Day celebration and fireworks. Services will resume Saturday, July 5. 

Trash/recycling collections:  Friday trash and recycling collections will “slide” to Saturday.  DC regulations allow trash and recycling cans to be in the public space between 6:30 pm the day before trash/recycling collection and 8 pm of the collection day. 

Parking EnforcementAll parking regulations will be enforced in the Nationals Park neighborhood.  Additionally, DPW will enforce parking regulations around the Mall from 4th Street to 18th Street,  21st Street between Virginia Avenue and F Street,  23rd Street between Constitution Avenue and C Street, the 14th Street Bridge, I-695, I-295 and SE/SW Freeway where people may park to watch the fireworks.  Food trucks and other vendors also will be towed if parked in unauthorized spaces. Elsewhere, DPW will suspend enforcement of expired meters, residential parking and rush hour lane restrictions.  Also, booting, towing and abandoned vehicle removal will be suspended.  Citywide parking enforcement resumes Saturday, July 5. 

 

Ft. Totten:  The Ft. Totten Transfer Station, located at 4900 John F. McCormack Drive, NE, will be closed July 4 and will reopen Saturday, July 5, 8 am to 3 pm.  DPW will conduct its weekly household hazardous waste/e-cycling drop-off Saturday, July 5 and because July 5 is the first Saturday of the month, residents also may drop-off personal documents to be shredded. On the first Thursday of each month, DPW accepts household hazardous waste and e/cycling between 1 pm and 5 pm but no documents for shredding will be accepted because DPW cannot secure those items until the vendor is on site July 5. WHAT IS AN ANC?

The Advisory Neighborhood Commissions (ANCs) are locally elected bodies which shall advise the Council of the District of Columbia, the Mayor and each executive agency, the Government of the District of Columbia, all independent agencies, boards and commissions with respect to all proposed matters of District of Columbia governmental policy including but not limited to decisions regarding planning, streets, recreation, social service programs, education, health, safety, and sanitation which affect the Commission area.  In each of these areas, the intent of the ANC legislation is to ensure input from an advisory board that is made up of the residents of the neighborhoods that are directly affected by government action. The District's latest proposal to overhaul school boundaries has generatedplenty of pushback, but it also includes at least one far-reaching idea that appears to have strong support: guaranteeing access to pre-kindergarten for students who live in-bounds for high-poverty schools.

Currently preschool enrollment is determined by lottery. No one is guaranteed a seat, and it's not unusual for students to be shut out of the schools to which they apply. This spring, 12 percent of 3-year-olds and 23 percent of 4-year-olds who entered the first round of the city's preschool lottery did not get in anywhere.

Under the new proposal, 3- and 4-year-olds who live in-boundary for a high-poverty Title I school — a category that includes most of the traditional public schools in the city — would have a right to attend pre-kindergarten at that school.

At recent community meetings on the boundary proposals, a few people expressed concern that the guaranteed access could end up trapping students in struggling neighborhood schools, limiting their access to better schools across town.

But many people spoke in favor of the proposal, calling it an important step toward ensuring that more of the city's neediest children enroll in preschool. Proponents also said guaranteeing preschool access would encourage more families to give their neighborhood schools a try instead of starting out right away in a charter or out-of-boundary traditional school.

Dunbar High math teacher David Tansey has been trying to persuade Bloomingdale families to invest in their local elementary school, Langley. But it's slow going when families have no control over whether their children will get into Langley for preschool.

"It's a whole lot easier when they know they can go there," Tansey said, speaking at a community meeting at Dunbar last week.

Scott Cartland, principal of Wheatley Education Campus in Trinidad, said at the same meeting that guaranteeing access could help bring in more students who most need preschool. "The issue we have is a lot of parents don't apply in the lottery," he said. "I think this is a great proposal."

Under the new proposal, students would have to enter the lottery for preschool but only for technical and logistical reasons. Anyone who lives within a Title I school zone and fills out the lottery application form would be guaranteed a preschool seat.

In gentrifying neighborhoods like Bloomingdale, the policy could have the effect of pulling more middle-class families into local schools that they currently avoid.

"If the notion is, you want whoever's living in the neighborhood to come together and create a community in that school — if that, over years, creates a more diverse school, that's not a bad thing," said Deputy Mayor for Education Abigail Smith, who is leading the effort to overhaul school boundaries and student-assignment policies.

The ultimate challenge of efforts to change DC school boundaries and admission policies – which haven’t been reviewed comprehensively since 1968 – is to meet the hopes of parents who want better choices for their children while allaying the fears some parents have about losing access to their current great school.

The good news is that two provisions of the new student reassignment proposals would increase access for low-income students to Pre-Kindergarten and to high-demand K-12 schools that are out-of-boundary – without greatly limiting access for other families. These and the other boundary-change issues will be the subject of a DC Council hearing tomorrow. 

The suggested revisions would change the lottery for getting into out-of-boundary schools by giving priority for low-income students to attend the District’s most affluent – and typically high-performing – K-12 schools. The preference would be used to fill spaces at high-performing schools after all in-boundary students are accommodated, as well as out-of-boundary students with siblings in the school. About 20 DCPS schools would meet the requirements for this at-risk student preference. The proposals also recommend that elementary schools set aside 10 percent of their seats for out-of-boundary students, with a similar policy phased in for students entering the 6th and 9th grades. This could mean that high-demand schools have to think through how to serve all in-boundary, by right, students, as well as meet the new set-aside requirements, but out-of-boundary students already make up well over 10 percent of enrollment in most DC schools. 

Research shows that promoting socio-economic diversity in schools improves outcomes for low-income students without adversely affecting middle class students, as long as a core of middle class children attend the school. The out-of-boundary preference for at-risk students to attend wealthier schools can help maintain socio-economic diversity in our city’s most high-demand schools. If such an approach is adopted, it will be important for the District to also consider new transportation policies to ensure that students can actually take advantage of access to schools that may be across town. 

A second proposal aims to improve neighborhood access to early childhood education. Currently, children are admitted to Pre-Kindergarten through the lottery process, without a guaranteed seat at a child’s in-boundary school. The new proposals would give children who live near high-poverty DCPS schools (those that receive Title I funds) access by right to Pre-Kindergarten 3 and 4 slots in their zoned DCPS school. This makes sense for families who would prefer to send their young children to schools close to their home, and may help alleviate the struggle of lengthy wait lists for early childhood education slots at many DC schools. 

Final student reassignment plans will be seen in September, with any changes planned to take effect in the 2015-2016 school year. Residents can tune into the Council’s Roundtable on School Boundaries at 11 a.m. on Thursday in Room 412 of the Wilson Building.
