January 29, 2013   Keith Silver, ANC Commissioner (6C01-Retired)  announced that the family of Honorable Commissioner Mark Dixon has made the following funeral and public visitation arrangements for Commissioner Mark Dixon. 
Mark Dixon, served with distinction as ANC Commissioner for 6C02, and Re-Elected, during the last election, to serve in the capacity as newly redistricted 6E ANC Commissioner.
He passed away at Washington Hospital Center on January 23, 2013 due to complication from heart bypass surgery on December 19, 2012. He was 70 years old.

The public visitation and Homegoing Services is the opportunity for DC Residents to pay their respects, to our friend Commissioner Mark Dixon.  
In addition to Pastor West, Confirmed "Homegoing Celebration of Life Services" will have remarks from DC Mayor Honorable Vincent C. Gray, MPD Officials, a great Host of DC Elected Officials, and other DC Government Officals, along with National presence of Hon. Dick Gregory, and in his absence, due to prior commitment Honorable Martin Luther King, III, Commissioner Dixon's long-time friend, has submitted his letter which will be read, along with the most diverse cross section of DC Residents, seen in quite some time.
Mark, was a native Washingtonian, who was born on February 24, 1942. He graduated from Theodore Roosevelt High School, in 1967 and then graduated from St. Augustine North Carolina College in 1971.
Mark, was a retired DC Government Official who worked very closely with MPD, D.C.'s Finest ... and served from January 1972 to December 1996.
After serving in his DC Government Capacity, he started the next Chapter of his life, and became active in his community as Advisory Neighborhood Commissioner, ... we he served for a number of terms.
 ANC 6C-Commissioners, past and present, along with newly formed 6E-ANC Commissioners, where he was about to serve, ... join ANC Commissioners and  the thousands of DC Citizens around our great city and nation, ... as we will mourn the loss of one of Washington DC's finest citizens and community activists.
No one personified the spirit of public service with greater enthusiasm, dedication and dignity than did Mark Dixon.

2013 Summer Camp Season 


The DC Department of Parks and Recreation (DPR) is set for another great summer of swimming, field trips, creative activities, and new experiences in the District of Columbia. The 2013 Summer Camp season will offer four sessions from June 24, 2013 through August 16, 2013. Session dates are:

  • Session 1: June 24, 2013 – July 5, 2013 (Holiday July 4th)
  • Session 2: July 8, 2013 – July 19, 2013
  • Session 3: July 22, 2013 – August 2, 2013
  • Session 4: August 5, 2013 – August 16, 2013

*Some sites will offer an additional session for one week only from August 19, 2013 to August 23, 2013.

Most camps are open Monday through Friday, from 9:00 am – 5:00 pm.
DPR also offers a Before & After Care package for an additional flat rate. Before-Care is offered 8:00–9:00am, and after-care is offered 5:00-6:00pm.

Summer Camp Registration
DC Resident Priority Registration
DPR has made significant changes to the registration process for 2013. This year, the agency will offer a rolling registration period beginning Monday, February 4, 2013. Each day until February 14th, a small group of sites will be open for registration beginning at 10:00am. Registration can occur through our web site, summercamps.dc.gov, or in person at the Summer Camp Office. Registration during this period will be open to DC residents ONLY.

Below is the rolling registration schedule. Please read carefully to ensure you are prepared to register for the camp of your choice on the correct day. Once a camp opens for enrollment, it will not close until full.

Registration for REC Camps, regardless of location, must occur in person at the recreation center. REC camps will not be included in the online rolling registration. Registration for camps must occur in person at the recreation center beginning Monday, February 4th during regular hours of operation:

Summer Camp Open Registration: March 4th at 10am
As of March 4, 2013, and for the remainder of the summer, registration into any available spaces will remain open to residents, residents applying for reduced rate fees, and non-residents. DPR does not maintain waiting lists for summer camps.

Note: Although DPR Summer Camp 2013 Registration can be completed in-person, it is highly recommended that DC residents who are not applying for reduced rate fees and non-resident registrants complete their registrations online. Coming to the Summer Camp Office in-person DOES NOT guarantee a spot in summer camp. It is also recommended that customers requesting a reduced rate finalize their reduced rate applications during the pre-qualification period in order to register the same time online registration opens for camps.

DPR maintains low-cost recreational summer programming for District residents.

Before and After-Care Registration
Before and After-Care registration will begin in March and will NOT be included in the rolling registration period. Once registered for a summer program, DPR will contact you via email with information and instructions for Before and After-Care registration. If you are able to register for a space in a DPR summer camp, you are guaranteed a space in Before and After-Care.

Payment Information

  • Sessions can be purchased all at once or one at a time, but camp fees are due in FULL for all selected sessions when registering. This applies to both in-person and online registrations regardless of registration type.
  • Payments can be made online using a credit, debit, or gift card that has a Visa, MasterCard, or Discover card logo (no AmEx).
  • Payments in-person can be made by the previously mentioned method, as well as certified check, or money order. All certified checks and money orders should be made payable to DC Treasurer.
  • No payment plans will be offered during registration for DPR Summer Camp 2013.
  • Both Not-for-Profit Agencies and the DC Department of Child and Family Services should contact the Summer Camp Office directly for registration and payment instructions.

DC Resident Proof of Residency

In order to prove DC residency, please plan to provide the following:

  • A government issued photo ID, listing your current DC address AND at least ONE of the following:
    • Pay stub (issued within the last 45 days)
    • Utility bill (gas, electric, or water within the past 2 months)
    • Unexpired DC Motor Vehicle Registration

OR

  • A government issued photo ID including your name AND at least TWO of the following, listing your current address:
    • Pay stub (issued within the last 45 days)
    • Utility bill (gas, electric, or water within the past 2 months)
    • Unexpired DC Motor Vehicle Registration
    • Unexpired lease or rental agreement
    • A notarized letter signed by the persons with whom you reside that includes your name, your child(ren), and address. Two pieces of mail with your current name, address, and date, must accompany the notarized letter.

Reduced Rate

Reduced Rate pre-qualification period will begin on January 22, 2013. During this period, customers may come to the Summer Camp Office to complete a reduced rate application. The goal of the pre-qualification period is to assist residents with completing their reduced rate applications so that they can easily register for camp when registration opens on February 4, 2013.  However, reduced rate applications will be accepted throughout the entire Summer 2013 season. If you would like to be considered for a reduced rate, you must apply PRIOR to registering for camp. We will not issue a reduced rate refund once a registration has been completed. Also, please note that a reduced rate does NOT apply to before and after-care fees.

In order to qualify for the DPR Summer Camp 2013 reduced rate, applicants must provide proof of residency and proof of income below the poverty level according to federal guidelines. You must be a DC resident in order to be eligible to receive a reduced rate. Below are the required materials and household income levels that must be met in order to qualify:

Refund Requests

All refund requests must be received by the Summer Camp Office no later than one full week prior to the start of the session you are withdrawing from in order to be considered for a refund. Refund requests may be submitted by completing a refund request form and returning it to the Summer Camp Office by fax, e-mail, or in-person. There is a 10% non-refundable processing fee per refunded sessionRefund request forms can be found under Related Documents below or may be picked up at the Summer Camp Office.

Summer Camp Parent Orientation

The Community Services and Programs (CSP) team will be hosting these parent orientations throughout the city beginning in June. Our goal is to get you better acquainted with our policies as well as our numerous summer programs and desired outcomes.  These orientations are separate from the parent orientations you will receive at your specific site, so please plan to attend both if at all possible.

Watching Chuck Hinton play was one of the bright spots of my youth.  Thanks for sharing this Bill.  It brings back great memories even though his passing is sad news.

Chuck Hinton, last Washington Senator to hit .300, dies at 78

Chuck Hinton, the last player for the Washington Senators to hit .300, and who later became the head baseball coach at Howard University and the founder of the Major League Baseball Players Alumni Association, died Jan. 27 at his home in the District. He was 78.

He had Parkinson's disease, his daughter Kimberly Stewart said.

After his major-league career, Mr. Hinton was the longtime baseball coach at Howard University.

Mr. Hinton was considered the best player on some atrocious Senators teams of the early 1960s. He joined the club in 1961, when a new expansion team began playing in Washington after the original Senators had departed for Minnesota. In his four seasons with the Senators, the fast and powerful Mr. Hinton was one of the few bright spots on a team that lost at least 100 games each year. He was primarily an outfielder, but he was so skilled that he played seven different positions for the Senators. His finest season came in 1962, when his .310 batting average was fourth in the American League. No Senator ever hit .300 again before the franchise moved to Texas after the 1971 season.

Mr. Hinton led the Senators in stolen bases all four years he was with the team and finished second in the league in 1962 and 1963, behind only Hall of Famer Luis Aparicio. Mr. Hinton was named to the American League all-star team in 1964. "I thought he was going to be the next Willie Mays," his former Senator teammate Jim Hannan said Tuesday. "He was an exciting player. He could do everything.";

But Mr. Hinton didn't reach the major leagues until 1961, when he was already 27. He was seriously injured on Sept. 5, 1963, when he was struck in the left ear by a pitch thrown by the New York Yankees'; Ralph Terry. Carried from the field unconscious, Mr. Hinton was hospitalized but returned to the lineup after only eight days. He later told The Washington Post that the effects of the concussion hampered his game. "If I turned my head sharply, I'd see two balls coming up to the plate," he said. "And in the outfield, it was like running uphill and downhill. At night, there were times when everything had a halo on it.";

After the 1964 season, Mr. Hinton was traded to the Cleveland Indians and later played with the California Angels and a second time with the Indians before retiring in 1971. He is one of the few players to have played eight fielding positions — all of them except pitcher — in a major-league game. He finished his career with a .264 batting average, 113 home runs and 130 stolen bases.

Throughout his baseball career, Mr. Hinton made his off-season home in the District, where he opened several businesses and worked for the Department of Recreation. In 1972, his first season as Howard's baseball coach, he led the Bison to their first Mid-Eastern Athletic Conference championship.  "That's one of the biggest thrills ever," Mr. Hinton said at the time, "on a par with hitting .310 for the Senators." He coached the Howard baseball team for 28 years, retiring when the university discontinued the program. Two of his players, Milt Thompson and Gerry Davis, reached the major leagues.

In 1982, Mr. Hinton was the driving force behind the formation of the Major League Baseball Players Alumni Association, which promotes baseball to young people and has raised millions of dollars for charity. "The idea came from Chuck Hinton," Fred Valentine, who played with Mr. Hinton for the Senators and is vice president of the alumni association, said Tuesday. "Thirty years later, we've grown to be one of the strongest associations in sports.";

Charles Edward Hinton Jr. was born May 3, 1934, in Rocky Mount, N.C. He played football, basketball and baseball at Shaw University in Raleigh, N.C., and served two years in the Army in the 1950s. In 1956, he hitchhiked 300 miles to attend a baseball tryout camp, where he was signed by the Baltimore Orioles. He won two minor-league batting championships in the Orioles system before he was claimed in an expansion draft after the 1960 season by the newly formed Senators. In 1965, while still playing in the major leagues, Mr. Hinton began working for the D.C. Recreation Department, where he mentored young people for more than 30 years. He was an outstanding golfer who often played in charity tournaments. He was a member of the Integrity Church International in Landover.

Survivors include his wife of 57 years, Irma Macklin Hinton of the District; three children, Charles E. Hinton III of the District, Kimberly Stewart of Mitchellville and Tiffany Salaberrios of City Island, N.Y.; and three granddaughters. A daughter, Jonquil Branch Hawkins, died in 2002. Mr. Hinton remained a fan favorite in Washington throughout his life, and Howard named him to its coaching hall of fame. "This job with Howard is thrilling," Mr. Hinton told The Post in 1972. "Every ballplayer has a desire to manage. Mine is to coach youngsters. What more can a man want?";

A 14-year-old student shot in the head at an Atlanta school Thursday is "alert, conscious and breathing," said police.

The shooting occurred just before 2 p.m. outside Price Middle School in southeast Atlanta, said Atlanta police spokesman Carlos Campos.

The male victim has been taken to Grady Memorial Hospital.

One suspect, another Price Middle student, is in custody, police said. No teacher was injured, despite initial reports, said Campos.

At 3:45 p.m., a school official emerged and told anxiously waiting parents that "All children are safe."

Parents will not be allowed to pick students up at the school, which is on lockdown and cordoned off by police. Instead, students will board buses and be transported to nearby parking lots, including a nearby church.

Atlanta Public Schools have scheduled a 4 p.m. press conference.

About 50 parents waiting for their children grew frustrated as they lined up on Benjamin Weldon Bickers Drive, saying they had not received updates from police or school officials.

Lashanda Williams, who has a 7th grade son in the school, said "We want to know who the injured child is. We are all wondering, 'What if it is our child?'"

Parent Michelle Watts said she was called at about 2:15 p.m. by her 6th grade son's teacher, alerting her that her son was OK but there had been a shooting.

"He is very scared. He said on the phone 'Please come get me, please come get me',"said Watts.

Parent Shamaka McGhee said her daughter, a 6th grader, called her and said, "There's a standoff, there's a standoff. There's an intruder in the school, a boy going around shooting people."

Parent April Hood said parents received a text message from APS at 3 p.m. saying a student had been shot and a teacher had been hurt. Hood is the parent of an 8th grader.

Initial police reports were that the shooting was at Carver High School. Carver High and Slater Elementary are also on lockdown.
