We all understand your discomforts associated with that event and the proprietors lack of consideration.

Earlier this week, I was just providing suggestions to limit the parking issues, the lude behavior, etc which occurred on your street last year and for you to be on the planning committee for this upcoming year. I hope you took some pictures/videos and captured the noise level so that you could negotiate or eliminate the same issues/inconveniences from occurring next year. You now have 360+ days to mitigate the issues you are currently incurring.

We have actually worked to try that. We even worked with them on a block party in which they pulled out last year at the 23 hour. Luckily the neighbors were able to band together and provide for food, drinks, desert, etc and to have an wvent the children on the block enjoyed. While it wasn't what was originally planned we made the best at the time.

This situation is something totally different. As you can see it is 1am andy house recently stopped shaking from the base of amplified music which was supposed to end at 1145. My neighbor who livea closest to one od the lots which again was playing loud music into the early morning has a disability and alao has grandchildren in her home at this time. How are they to sleep? How are the several older neighbors who are dealing with this to manage?

I'm all for working with a group who wants to be part of our neighborhood and block but this group has continued to show otherwise.

Why don't you come up with a plan to get your short one way street closed off and only allow residents the ability to drive down. Have a block party -- get the folks at N. Capitol Mainstreet to pay for the permit if there is a cost involved so that you could mitigate all the issues you complained about. Put together a few Brothers and take turns sitting in the car which will block the intersection and move it back and forth -- if need be - It is only one night. If they are not parked there, there would be no need for them to come down that street. Just like drug dealers don't like folks sitting out or patrolling, these folks will walk the other way. 

And instead of shutting them down next year, plan to mitigate the issues by being part of the planning of this -- get involved with North Capitol Main Street just for this reason alone if necessary -- so that your concerns would be addressed.

Yet again we are fast approaching Art All Night. For the second year in a row the individuals at North Capitol Main Street have failed to notify the impacted communities. Last year during this exhibit the residents of the unit block of Bates Street were caught by surprise of this event. Not only were individuals parking all over the street from out of town and the 2 hour parking restrictions not being enforced but it created major problems.

Residents were either forced to leave their homes because they were unable to park or they were blocked from entering this small one way street. In addition the loud music and partying went on to 3 or 4 in the morning. As you know there are many older residents and families with young children in the unit block of Bates and loud noise until that hour of the morning creates major problems for residents.

In addition to the general discomfort that the event caused and the major outrage because there was no notification there were also several examples of property damage, trespassing and general disrespect. Visitors left cups and bottles from the various events in which they were consuming alcohol on our street and we the residents were forced to clean it up. In addition there were small incidents of violence with intoxicated individuals as well as individuals sitting, laying and leaning all over our fronts porches and vehicles. Likewise there were individuals using the alley behind our homes along with the sides and in some instances the front of our homes as a public restroom. In addition the remains of those who publicly used the restroom in and around our homes there were also several families in at the beginning of the block who were forced to come outside to see vomit and other items as they opened their door.

Based on the information provided via the website for North Capitol Main Street they will again be at the lot on Florida Avenue & Q Street, NW. In addition they will have items at 43 P Street, NW. This again puts us in between two of the major activities and leaves our street which is already facing major issues because of the incorrect information provided by Mundo Verde PCS as the middle ground for anyone wishing to spill over into the community. The few residents of the block who are aware of the event are only aware because a neighbor who happened t attend the meeting informed us. Funny enough it was stated that they would come around and inform the community and with less than 7 days to go there again has been no information. For this reason we would ask that you and your staff (a) reach out to North Capitol Main Street to deal with this ongoing issue of disrespect as well as (b) insure that this program is prohibited in our area next year considering that the community impacted is again left out.

While I understand the great work being done on North Capitol Street it is my fear that such continued disrespect by an organization which is supposed to protect and promote our community will lead to continued hostility by many of the residents against this and other organizations in our area.
