Councilmember McDuffie would like to share the following information about employment opportunities with the DC Department of Fire and Emergency Medical Services (FEMS). FEMS informs us that this exam will be used to hire all Firefighter/EMT candidates for at least the next two years.

The District of Columbia Fire and Emergency Medical Services delivered flyers for its upcoming Firefighter/EMT entrance exam recently to Councilmember Kenyan McDuffie's office.

 

We are seeking Councilmembers' assistance in publicizing this exam, which will be used to hire all Firefighter/EMT candidates for at least the next two years. The exam is part of Mayor Bowser's commitment to providing pathways to the middle class for District residents, and provides women and men over the age of 19 the opportunity to be trained and join DC's Bravest as Firefighter/EMTs.

FEMS is seeking candidates for Firefighter/Emergency Medical Technicians. The application deadline is June 8. Applicants are required to submit proof of citizenship, age, high school or general equivalency diploma, and driver's license to be eligible to sit for the exam. By completing the application, a candidate is registering to sit for the 2019 Firefighter/Emergency Medical Technician Exam. Qualified applicants will receive additional information regarding the exam, in advance, by the DC Fire and EMS Human Resources Division. Notification will include appointed test date, time, and location.

 

Job Summary

 

This position is located in the D.C. Fire and Emergency Medical Services Department (FEMS). FEMS is responsible for improving the life of residents of the District of Columbia by providing the most effective and efficient services in protecting lives and property. In addition, DCFEMS provides quality, compassionate and competent state of the art basic and advanced life support emergency medical care to the acutely ill or injured patient and provides expeditious transportation to the appropriate hospital around the clock, 365 days a year.

 

Duties and Responsibilities

 

The Firefighter is assigned to one of approximately thirty-three fire stations throughout the District of Columbia.

 

Incumbent responds to known and unknown emergency calls at minimal response time. Upon arrival at fire location, relays fire conditions, life hazards and exposures to commanding officer. Examines fire structures for any signs of fire extension and determines that safest evacuation rout for occupants. Observes and responds to changes in conditions of the fire. Also, removes persons from entrapments or hazardous situations. Incumbent makes forcible entries. Recognizes conditions that may lead to back-draft. Controls public utilities; positions and aerial ladders or platforms; climbs or descends ladders, carrying hose lines and/or equipment; and makes openings for ventilation and performs overhaul operations. Is responsible for the operation of the hose lines and the hydrant systems. Operates lines from heights, rooftops, ladders and/or confined space. Additionally, operates fire extinguishers and portable hydraulic pumps. Utilizes detection instruments for gas, heat, radiation or smoke. Protects property from damage with salvage covers. Stops oil, steam, gas or water leaks and removes excess water. Removes debris and rubbish and, to the extent possible, restores the security of the property. Rescues and frees victims in tunnels, pipes, excavations, etc. Extricates victims from high places, elevators, electrical contacts, hazardous areas, machinery, etc. Examines victims and diagnoses symptoms. Operates first aid equipment; stops or controls bleeding; performs cardiopulmonary resuscitation. Treats victims of smoke inhalation, burns, heart trouble, shock, drowning and injuries.

 

Qualification and Education (first four required to register for exam)

 

  • Must be a U.S. citizen at the time of appointment. (Please upload Birth Certificate or U.S. Passport upon submission application)

  • Must possess a valid driver's license (Please upload copy of Driver's License upon submission application)
  • Possess a High School Diploma or General Equivalency Diploma (GED) issued by a recognized department of education. (Please upload diploma upon submission application)
  • Pass a scheduled candidate physical ability test (C-PAT)
  • Pass a urinalysis test for absence of substance or drug abuse.
  • Pass a thorough medical examination (including x-rays, hearing, vision, and other laboratory tests).
  • Pass a thorough background investigation of character and personal history (ex, prior employers, law enforcement agencies, etc.) to determine suitability for appointment as a Firefighter EMT.

 

License and Certifications

 

  • Must maintain the following certifications: Firefighter I and II, Hazardous Materials Awareness and Operations, Emergency Medical Certification-Basic (EMT-B) and Cardiopulmonary Resuscitation (CPR) Basic Life Support Card.
  • Must possess and maintain a valid motor vehicle driver's license.

 

Working Conditions

 

  • Incumbent drives large emergency vehicles, at an increased rate of speed and often through crowed streets. Is responsible for operating pumps and related equipment. Is exposed to all weather conditions and noise levels, which are often difficult to talk above. Is also exposed to irritation or discomfort from the heat, smoke, dust, gaseous fumes, water, tunnels, radiation and chemicals.
  • To reduce the dangers and irritations, incumbent follows prescribed safety practices and uses safety protective clothing.

 

Other Significant Facts

 

  • Must be 19 years of age at the time of application
  • Must Be a Citizen of the United States
  • Clinical skill in the knowledge and application of pre-hospital basic life support emergency medical care should be performed immediately and effectively at an accurate level of competency. Examples; (a) proficient in the identification and interpretation of life-threatening symptoms, (b) provide appropriate care and treatment and be able to record patient history, (c) experience in working under severe environmental and physical conditions.
  • Must pursue a course of study of continuing medical education, refresher training, structured by the D.C. Fire and EMS Department as required by the Department of Health.
  • Must possess and maintain a valid Department of Health EMT (DOH) card.
  • Must possess and maintain a valid National Registry EMT- (NREMT) card.
  • Must possess and maintain a valid American Heart Association (AHA) Cardio pulmonary resuscitation (CPR) card.
  • Applicants must be proficient in the use of and comprehensive of the English language. Persons with foreign language skills are encouraged to apply.
  • The Fire and Emergency Medical Services Department is a 24-hour/7-days a week operation. This position is deemed as an " Essential " position.
  • This position is covered under D.C. Law 15-353, the Child and Youth, Safety and Health Omnibus Amendment Act of 2004, effective April 13, 2005, as amended. For that reason, this position is subjected to annual criminal background checks, traffic record checks, or both; and you may also be subject to random drug and alcohol testing throughout employment.
  • Pass a thorough background investigation of character and personal history (ex, prior employers, law enforcement agencies, etc.) to determine suitability for appointment as a Firefighter EMT. This position is designated as a Safety Sensitive position

 

Tour of Duty: Rotating Shifts (Weekends Required)

Promotional Potential : None

Number of Vacancies : Several

Duration of Appointment : Permanent - subject to the satisfactory completion of an eighteen-month (18-month) probationary period.

Collective Bargaining Unit: This position is in the collective bargaining unit represented by Local 36. You may be required to have union dues or other applicable fees deducted from your salary.
