[WardFive] Why is the Mundo Verde Charter School Bus From N. Carolina?

Can anyone explain why the Carlos Mundo Verde Charter School's bus is registered in North Carolina (as shown by its tag), and not in the District of Columbia?  We are almost 5 months into the school year.  The leadership couldn't find a charter school bus company in DC or the immediate Metro area to provide this needed services?

I've watched as the school was renovated, which started only months before the Sept 2014 Academic season therefore still was not completed by opening day.  Towards the end of 2014, a new addition is being built, however for both projects, out of state contractors are being used (from as far away as the Baltimore area), only one contractor has a DC tele number on its trucks along with MD tele numbers.  Even the construction trash dumpster was from MD, yet funds used was DC's. Remember, funding for these projects are approved by the DC Council.

DC Water/Pepco/Wash Gas inspectors have been to this location due to the need to redo underground related work causing numerous traffic tieups on the unit blk P St NW & at the intersection of N. Capitol & P Sts NW, especially when they suddenly show up at night because something was done properly, wasting funding. 

How does this continue to happen, where DC skilled construction workers/residents/companies are not hired to perform work here in DC where our funds are involved?
