If flat water is cool, you can legally park, camp, BBQ (no alcohol), and paddle at Swains lock half way between anglers and Violets.
Lastly, Roosevelt Island in DC would make for a great launch and paddle. Have dinner or drinks on the waterfront, then drive across and launch for a gorgeous paddle around the lit monuments.
