Subject: Proposed Taxicab Service Bill
Greetings and salutations neighbors, the Council of the District of Columbia is considering legislation, B19-0630, "District of Columba Taxicab Commission Service Improvement Amendment Act of 2011" . This legislation will reportedly come up for a council second reading this week.
The legislation should be amended to clarify taxicab reciprocity with surrounding jurisdictions. Also, the legislation should be amended to extend the opportunity for non-District of Columbia licensed taxicabs to be dispatched into, to be called into, to pick-up passengers within the District of Columbia only when and if there is full taxicab reciprocity for District of Columbia licensed taxicabs from surrounding jurisdictions with authority over those non-District taxicabs seeking to provide licensed taxicab service in the District of Columbia.
Presently, District of Columbia licensed taxicabs are prohibited from being dispatched into, to be called into, or permitted to pick-up passengers in surrounding jurisdictions, i.e. Arlington County, Fairfax County, the City Alexandria in Virginia and Montgomery county in Maryland.
Moreover, it is not certain if customer complaints regarding taxicab service or alleged discriminatory practices by non-District of Columbia licensed taxicab operators and owners would be able to be considered by the DC Taxicab Commission. This unfair practice for taxicab service against District of Columbia taxicab drivers should not be codified into District law.
Urge members of the Council to amend B19-0630 to protect District of Columbia licensed taxicab drivers and passengers picked-up in the District of Columbia.
