This is Bill Lewis, First Vice President of the DC Federation of Civic Associations and Member of the Queens Chapel Civic Association and Tim Thomas, First Vice President of the Queens Chapel Civic Association and Ward 5 Committee Man for the DC Democratic State Committee.

We are writing to inform you that as Ward 5 residents we attended the public meeting that the Steering Committee of the Ward Five Committee on Education held on March 27, 2019 at the Lamond Riggs library. The greeting that both of us received from Ray Zapata and Theo Brown was attacking and less than welcoming. In fact we were asked if Council Member McDuffie sent us? No one sent us to the meeting and our only purpose for attending was to introduce ourselves, ask questions about the structure and finances of the Ward 5 Council on Education as an organization and support efforts to revive the organization which has been defunct since 2012.

We are both active in the Ward 5 community and throughout the City; we work every day in public schools with students and have a genuine interest in education issues. We also believe the Ward 5 Council on Education as an organization should be open to all interested Ward 5 residents. Because the organization and its structure had been defunct for years, Bill Lewis used his personal funds in November 2018 to reinstate the Council's certification with the District of Columbia as a first step to help revive this much needed body. Since that time, we have checked further and know that when the organization stopped functioning in 2012 substantial money remained in the bank account at Industrial bank. The organization's money should still be there. 

Ms. Zapata and Ms. Brown informed us last night they are lawyers and Mr. Lewis did not have the right and was not authorized to pay the money that he paid on behalf of the Ward 5 Council on Education.  The District of Columbia did not tell Mr. Lewis he could not use his personal funds to pay the fee to reinstate the organization. We want to ensure that when the Ward 5 Council on Education is revitalized it is done properly and that Ward 5 residents receive transparent information about the finances, the organizational structure, the nominating process and the direction of the organization as a whole.

Hello! We hope you will join us this evening at 6:30pm for the Ward Five Council on Education March meeting at the Lamond-Riggs Library (5401 South Dakota Avenue NE). Our agenda this month includes:
  • a brief discussion the the Deputy Mayor for Education Paul Kihn regarding the recently proposed public education budget;
  • My School DC will join us to discuss the post-lottery process/school enrollment;
  • and we will spotlight a few of our Ward 5 schools: Mundo Verde PCS, Browne Education Campus, and Luke C. Moore High School.
This meeting will be jam-packed with great information. We look forward to a great conversation and hope that you will join us!
