Can we have a speeding and riding through red light intersections amendment to this bill! Sometimes they fly up so fast on the right of you, run stop signs really fast and go through red lights -- you almost hit them on accident. And I am a good driver. I can imagine how difficult it is for others who are not as comfortable behind the wheel of a car.

Adding, "With a one-day tax exemption, this legislation will produce year-long benefits for the health of bicyclists, the District, and the world.   Biking has many environmental benefits. Biking significantly reduces transportation emissions, biking lessens traffic congestion, and biking reduces the need for petroleum. In contrast, motor vehicles produce more than 30% carbon dioxide emissions, more than 80% carbon monoxide emissions, and approximately 50% of the nation's nitrogen oxide emissions every year.
